Naturally the leaders in these organi zations were gradually brought to gether because of their common pur pose and it became evident to them that the lax problems in the twelve western stales required the same kind of treatment. They decided that it would be a fine plan to arrange an annual meeting at which these gen tlemen might sit about the conference table and discuss their common prob lems. Accordingly, the first confer ence was held at Salt Lake ICty three years ago. This served as the be ginning of what is now known as the Western States Taxpayers conference. The meeting seemed to be full of promise and benefit and it was decided by these gentlemen that a second con ference should be held, and San Kran ciseo vn selected as the meeting pln.ee. The third conference, with which you are familiar, was held in Portland a few days ago. The next and fourth conference is to be held in Los Angeles. "Just a word regarding the organi zation of the state groups, It seemed obvious to the feopla who were the leaders In the organizalion'of the or iginal state tax payers groups that the first requirement should he'that the association should be representative of all groups of tax payers, that it should include representatives . from each and every business .and Industry In the state and that it should not he 1 dominated by any one of. these groups, , whether agriculture, mining, banking, utility or what not. It was also de cided that this representation should be carried down Into pounty and lo cal subdivisions and that while there should be a central state headquar ters which would serve as the com mon place of meeting for the local or ganization, that headquarters should serve the will of the general represen tation and should not be In itself the dominating factor. In Utah there are twelve Industries represented in the organization and in accordlnace with the plan just outlined, this represen tation is state wide in its character. lnnxses and Alms of the Conference There seemed to me to be three general purposes which the confer ence must fulfill: First, Furnish n common meeting ground where, tax problems vital to the western states may be discussed in nn earnest and comprehensive manner: Second En , courage the organization of tax pay . era associations in the states where such organizations do not now exist; Third To bring about a general sen timent for economy, thrift and effi ciency In government, especially the government of our twelve western states. The last pmpose. of course, represents an endeavor which is all-inclusive and more or less Intangible, but which can only be accomplished through definite organization. The conference recognizes that taxes are inevitable and must hu paid. The great effort is to bring about a realization on the part of public ofTl cers that they will be supported when they do spend the funds alloted tn them Intrlllgently. and to bring home to them the fact that there Is a gen eral sentiment In favor of proper and nennnmlc unending of public funds. It the time where people are beginning to realize that if the sentiment which exists in all sections oflhe country in favor of the proper expenditure of public funds and thrift and efficien cy in government is to be brought home to the office holder and the lax spender, associations of lax payers, built up on unselfish ami puhlic spir ited principles must be developed for that purpose."
