The opinion holds that the constitutional amendment of 1908 providing that all state institutions must be in the county where the seat of government is located unless otherwise voted by the people would not inhibit construc tion of the building at Independence for the reason that it1 is part of the Monmouth normal school and the normal school was located at Mon mouth hy vote of the people.
