affairs Is that for some months state
authorities have boon letting Med ford
"get by" as an accredited high school
but on the assumption that something
will immediately bo done to improve
school conditions. It is regrettable
that should the bonds fail to pass to
morrow assuring a new high school,
Medford's high school will probably
no longer be nn neeredited school,
which means that students changing
from one city to another in the state
or entering-any college, would havo
to take examinations.

strated beyond any doubt their value
to the country. l'revious to the

currency and entirely inadequate ar
rangements. "Our hanking system was so con
stituted that it operated to aggra
vate tho panic symptoms of any fi
nancial emergency rather than to re
lieve them. .National banks eouid
issue only currency secured by gov
ernment bonrjs .'and consequently
wei-e unable to increase the currency
in times of stringency. Interior
banks could expand their credit fa
cilities only i,.- borrowing from met
ropolitan banks all tending toward
New York.

the Importation of gold from abroad.
Instead of a closely knit and co
ordinated system of banks, thocc
.were a large number of independent
banking units which in times of
stress struggled against one another,
each seeking solely its own protec
tion instead of the protection of tho
whole financial structure of tlio na
tion." Those conditions, the secretary em
phasizes,, wero fundamentally chang
ed by the establishing of the Fed
eral lieserve System. He declares
the most serious menace lo which
the system has been subjected in tho
past, "ami probably wiil be in tho
future." is pnlitieal atiack. and this
he goes on to say. "Is a, question
which should receive the thoughtful
attention of the public. This in
fluence may conceivably arise in its
most serious form when the renewal
of charters comes up for considera
tion, and it is only to i. expeeted
that many are a king the question
whether the reserve system shall so
on serving the economic community
or whether it will meet with the
same fate ns the first nnd second
banks of the rutted states.
