The "former special liquor prose cutor" was attorney O. C. The report of the grand Jury is as rouows: It is the general opinion of the grand Jury that the conditions in the county Jail are very bad; the plumbing it In a deplorable con dition. Home leaking, while some has been patched up by the pris oners, or the attendants, in a manner tat does not promote sanitation. 1 On tho upper balcony around the upper tier of cells there Is an Iron railing which lacks about six feet to reaching the back wall on either Hide. In case of a strugKlo with a prisoner, this would be extremely dangerous to an offic ial, as It would be an easy mat ter to force an offcllnl off tho balcony. The grand Jury recom meiulH that this rail be extended on either side. The prisoners In the coUnty Jail have a cupboard In which ftfod Is stored. This cover In open; the food Is uncovered and is within a very few feet of tho toilet, which is not very clean. The beds are very dirty, perhaps unfit to be slept upon. The prisoners wash their clothes, and hang them in the same room In which they , eat and sleep. Added to this the jal was overheated and a bad - odor waa apparent when the grand Jury made Its Inspectlon. In tho above mentioned cup board is a tray of knives and forks. While they could not he : used for sawing out of Jail, they would be a mighty dangerous weapon in the hands of a pris oner who wished to attack an of ficial. Another recommendation per taining to the Jail la that tho win dows should be fenced that small boys cannot loiter around and visit with the prisoners. A fur ther recommendation Is that some method he employed whereby the Interior of the Jail ifl not visible from the petit jury room. At the lengthy meeting of tho city council last night that body voted J300 to aid In the Crater club's plan to decorate the city nnd library parks with shrubbery and flowers, nnd con firmed the appointment of H. E. Ulnabarger, well, known resident of tho city as assistant city inspector of plumbing nnd lighting, nt a salary of 11.50 a month and 25 for the use and upkeep of his cor, while attending to municipal duties. The appointment takes effect the first of March and is in accordance with the . new ordinance recently passed by the council providing for plumbing and lighting inspection on all new buildings to be erected and for which permit's must bo obtained. Tho muster electricians and plumbers who favored this ordinance, deem Mr. Kinuhargt-r's appointment a very f.tt isfactory one as ihey say he Is very well qualified by experience and abil ity to fill the position. The title of inspector of plumbing and lighting belongs to Chns. Davis, the municipal superintendent, who because of his already multifarious duties could not handle the new posi tion without an able assistant, there fore while the assistant will be under his direction Mr. Rinabarger will practically do all the plumbing and heating inspection work The council also voted to give up to $300 in old of the Crater club's work In beautifying the city nnd library parks with flowers, shrubs nnd the like. This action was token after Dr. B. W. Clancy, assisted by Haymond Mlksuhe, had outlined the.' Crater club idea and Mr. Miksche, had (ex hlblted a rough draft of the decorat ing plans to be pursued.
