Haying ho was authorized to speak for the presi dents of 21 state bankers associations nnd ten thousand hanks, he asserted that "surtaxes and Income taxes must positively determine the Interest rate or point at which capital will flow Into productive Industries instead "f tax exempt securities." Any rate rtgher than 25 per cent, he added, "will bring less revenue than a lower levy." v . "If congress adopts the Mellon plan of tax reduction," ho said in hla pre pared statement, "thu bankers can finance the productive Industries of the nation, but unless it is adopted in substantially tho form submitted, then wo do not know where capital can bo secured to take care of tho agricultural budget of tho nation and to maintain and develop our produc tive enterprises on a sound stable basis."
