Tho report of the senate health committee investigating con ditions of tho Culion leper colony, made public today, declares that tho segregation nnd concentration of lepers tn the Island colony as a means of eradicating the disease is a failure. A system of branch asylums at im portant centers such as Manila, Cebu and Hollo, Is recommended by the commlttco ns a more effective means of treating the patients. According to plans suggested - by Dr. H. W. ,Vado, acting chief physic ian at the Culion colony, buildings to houso tho lepers in the cities should be constructed bo as to enable, phy sicians to watch the patients dally, nnd study the symptoms and progress of tho disease. It Is not proposed to abandon the Culion colony but to maintain It as a place for lepers found Incurable after observation for some time at an asylum.
