STICKING THE "OTHER FELLOW."
STICKr.VO the "other fellows" of course is a popular pastime.
But those who intend to vote for the state income tax, on this
ground, are due for a sad awakening.
For if they would hut read the bill before voting for it, they would
find that noni" of the "other fellows" at least are exempt. There
aro the bankers, for example and the insurance men. They escape
the state income tax entirely, why no one has yet explained. . .
Then the assumption that the bill only hits the man with a large
income is also erroneous. The single man who earns twenty dollars a
week or more has to pay an income, tax under this bill. It is a very
small amount for the $20 man, but it is a tax nevertheless.
The married man who has an income of $175 per month or more
lias to pay an income tax under the provisions of the proposed meas
ure. J'ractieally no salaried man escapes. ' ' ' '
Moreover, instead of the proposed income tax relieving the tax
iuirden of any Oregon tax payer it is certain, that if the' income tax
passes it will simply mean .that more money will be spent at Salem,
more office holders appointed and that tho net result will be to give
no material relief whatever.
As long as no other coast state lias an income tax The Mail Trib
une would oppose the adoption of any income tax measure at the
present time, even if it wero a desirable, measure of its kind. But
even the proponents of this bill admit it is full of inequalities and de
fects, Why adopt it then? Why not wait until the entire matter can be
threshed out properly, and a uniform income tax bill adopted by Cali
fornia, Oregon and Washington.
Such a procedure would insure a more satisfactory income tax
measure and would also save Oregon from again playing the part of
thegoat. Oregon, in our judgment, has played the part of the goat
too frequently already.

The Attack of
Tho hemorrhoidal veins may. be
overdistended, diluted and enlurged
(vurieose veins) for a considerable
puriod, or indeed for many years, be
fgie the subject realizes thut ho has
piles. The first "attack of pilos" oc
curs when tho affected vein or. veins
become Inflamed (phlebitis); thla In
flammation or phle
bitis is. brought on,
each time, by Infec
tion, that is by in
vasion of the mu
cous membrane and
tho . tissues of the
wall of the vein by

surgical means;, and 3) constipation
predisposes to or aggravates piles and
piles constipation. The unhygienic
habit of taking physics predisposes to
or aggravates both conditions, so that
it is a very sad state of affairs indeed
but people just will have their own
way despito what I tell 'em.

health to have just an inkling about
the different classes of piles. There
is the ordinary external hemorrhoid,
painless in the quiescent or usual
state, but very painful when an "at
tack" is on, that Is when the vein
is inflamed 'phlebitis), particularly
when a thrombus or clot forms within
the inflamed .vein (thrombos phle
bitis) a condition which demands
Incision and turning out of the . clot.
A second class is internal or "blind"
pllo, which is prone to bleed; the
bleeding is In many cases unnoticed
by the victim until, eventually. It
undermines tho health very gravely,
whether the victim knows his trouble
is piles or not. A third type is "itch
ing" piles. Any condition of hemor
rhoids may cause more or less Itching
but probably Jit the majority of in
stances when ' people complain of
Itching piles" they havo no piles
at all.
And now, patting myself on the
back for my excellent memory, I
again refer to the role of the inevit
able germs in precipitating the
"attack" of piles. Pathogenic (di
sease producing) germs cannot pass
thru the normal mucous membrane

So there you are, all set for the germs

quite soft enough to do that. Char
acter analysis based on such things is
foolish. Character analysis based
upon personal appearance or upon
handwriting isn't character analysis
but Just an amusing pastime. No
human mind con rend character by
such trivial signs, tho a lot of folks
pretend to do so. A very interesting
routine "character analysis" may be
drawn up which will strike within
recognizable distance of at least GO
per cent of the subjects.
