Maughan of the army air service probably will begin his proposed day' light to dark flight from New .York to San Francisco on June 21 next, the longest day in the year. The date was tentatively selected, it was annourfced today, because of the increased day light possible at that time. Although rejection by France of Germany's reparation proposals was expected here, the liberal press expresses the opinion that tne German note has furnished an opportunity for conversations leading to negotiations. The Daily News,, although asserting that Poincare "could scarcely have ac cepted the German terms without stultifying his entire position," goes on to say that the German offer should be used as a starting point The Westminster Gazette says it certainly opens the door to negotia tions. Some dispatches from Berlin pre dict the early fall of the Cuno govern ment. However persons intending to build should bear the following in mind: 1. Application must be made to the recorder prior to the beginning of the erection or alteration of any building. 2. Said applicant must make appli cation showing the number of rooms, use, height, materials, cost, and area of the proposed building, or repairs, together with a sketch of the proposed location on the lot. 3. Instead of waiting for the action of the council, Mr. Davis is given authority to inspect the proiwsed buildings and alterations and Issue permits immediately, provided same comply with the fire, building and zoning ordinances. 3S O.
