Communist demonstrations are to be held In all the countries or the world from April 15 to 22 as part of- an International protest week pro gram directed primarily against the occupation of the Ruhr, according to a resolution adopted at the closing ses sion of the International communist conference here. This week, the reso lution gays, shall also Include demon strations against the treaty of Ver sailles, the danger of war and against fascism. The resolution embodies 18 general principles with supplementary individ ual programs from the conimunistB of the various European countries. It provides for an International commit tee of action consisting of 21 members. To this committee Is assigned the task qt uniting all political and economic organizations of laborers for "the huttle against International Imperial ism." and the eventual summoning of ai Internationale congress of workers. yThe German communists are in structed to work particularly for the downfall of Premier Polncare of Prance and the overthrow of the Cuno government In Germany, i Clara Zetkln, one of the speakers, denounced the fascisti movement and advocated boycotting the Italian fas cist!.. She declared that within a few Weeks past 8000 workmen had been ifept to jail by the fascisti. In German semiofficial quarters It Is stated that the arreBts are In pursu ance of a new order by the French authorities setting forth that certain German newspapers have been pub lishing false reports to the effeet that the slayers of the two French officials recently shot here were not GerraauB but Alpine chasseurs. The order provides for the arrest of any person selling or possessing a copy of such a newspaper. Belgian troops have occupied Krupp harbor at Hochem merich on the Rhine near Dulsberg for the purpose of controlling exports from this harbor and the collection of the ten per cent tax on goods shipped. All kinds of smuggling tricks have been resorted to by the Germans in bringing money from Berlin into the occupied area. Various government officials, ac cording to the French, are being used to further passive resistance measures The French claim the Germans are using the banks and postofflces as well as individuals, to bring money into the Ruhr. In Duesseldorf, the French seized at a postofflce 15,000, 000 marks which had been sent there for one of the strike leaders to collect and distribute among the working men under government pay. upon the concern voiced by various speakers over Great Britain's inferior ity in the air. Fire which broke out today in the bruh factory at the Allegheny county workhouse at Hoboken, ten miles from here destroyed the building and spread to other parts of tho in stitution. More than 1000 prisoners qre confined in the workhouse. Tho wildest confusion prevailed for a time, but the arrival of deputy sheriffs from Pittsburg and volun teer fire companies from surrounding borroughs restored order and pre vented further serious damage.
