TIIK refusal of Turkey to leave the Mosul oil dispute to the League of Nations is perfectly understandable. Turkey has no representative in the League. Russia, at present Turkey's most powerful ally, is not represented in the league. N'atu- j rally, Turkey is suspicious of such an organization, nnd is sceptical of securing justice through any of its decrees. Tho League as at present constituted is under the control ofj Trance and England. Although France and England were opposed; in the Turko-Oreck fiasco, they have been standing shoulder to shoul der, at Lusanne, nnd no doubt have some understanding regarding the oil fields in the Near East. The situation merely enlls attention once more to the futility of any League of Nations which does not include all the nations. Lloyd C'eorge was absolutely right when he urged the inclusion of all the European powers, and his defeat on this point dealt a fatal blow to the League, as far ns its pence promoting functions are concerned.
