I'nder a secret indictment returned by tho federal grand jury here last week, Captain Jolin Reid of the ferry boat Queen nt Kalama, was arrested Tuesday on a charge of perjury growing out of his testimony here last spring in a suit brought by Mrs. Maude E. Stewart of Kelso to collect $40,000 insurance on the life of her husband, Fred L. Stewart, former Kelso banker, . Captain Reed was released on $1000 bail. The indictment charging him with perjury was one of two secret In dictments returned by the grand jury which was called to investigate the Cronkhlte case. The Stewart case, tried in Tneoma last spring before Federal Judge dishing, attracted wido attention. Captain Reed was one of he material witnesses for the New York Life In surance and the Mutual Life Insur ance companies, defendants in the action brought by Mrs. Stewart. Stewart dropped from sight March 17, 1921, shortly after tho bank with which he was connected was closed by tho state examlnor. Ho was last seen on the Ferry Queen. Mrs. Stewart sought to Bhow that her husband was dead and the Insur ance companies contended he was still alive. Captain Reed testified nt the trial that on tho night Stewart dis appeared ha was one of six passengers who left the boat. It was on this tes timony that the indictment was re turned against him. Judge Cushman found for the plaintiff at the. conclu sion of the case, but tho case is (lend ing in the United States circuit court on appeal of tho insurance companies. CHICAGO, Oct. 19. Three improvements in the livestock indus try to put its financing on a better basis and attract capital were recom mended by Eugene Meyer, Jr., manag ing director of the war flt.ance cor poration, in an address yesterday to representative stockmen from Califor nia, Oregon, Nevada and Arizona. These recommendations provided for licensed livestock Inspectors to furnish reports on which livestock financing could be done, a uniform system of protecting brands and titles to livestock and federally chartered eorKrations for financing livestock loan companies. The administration Meyer said, is ready to co-oierate in authorizing and supervising the necessary financial machinery. The work of the war finance corporation in loaning approx imately $90,000,000 for the relief of the cattle and sheep men of the west, principally through banks and older livestock loan companies and in en couraging the establishment of new livestock loan companies, financed by local capital, Meyer stated, had given it an opportunity to survey the entire industry and understand its needs. At the present time, according to Mr. Meyer, a banker's only method of getting information on which to place a livestock loan la by finding a suit ably informed man for inspecting the stock. To make this an easy mattur Meyer suggested, the industry should license a corps of competent inspec tors who would occupy a position somewhat similar to certified public accountants in the field of financial auditing. The' corporations to finance live stock loan companies, ho proposed, should ho subject tu supervision by the comptroller of the currency of the federal reserve bank system, and tho national banks should bo author ized to subscribe to their capital up to .ten per cent of the bank's capital and surplus whllo state banking Institu tions and private Investors should be allowed to subscribe also.
