Colonel J. C. Cavanaugh, army engi
neer corps, and F. E. Henshaw, dis
trict engineer. United States geologi
cal survey, began its investigation
more than a year ago to work out a
policy to be followed by the federal
government and the state of Oregon
in using or disposing of public lands,
waters, reservoirs and power sites
contiguous to the Deschutes river
which best would serve the public In
terest.. By using the upper Deschutes
for irrigation, an aggregate of 555,
000' horsepower could be developed
on the lower i-lver, the engineers
found and If the upper Deschutes
storage be used for, power the aggre
gate horsepower would be increased
013,000. '
The Pacific coast, said the report,
"is. bound to become . an industrial
center In tho future by Teason of
abundance :' of water power even
though tho uses to which it may be
put considering scarcity, of. certain
raw materials are as yet uncertain.
"From the standpoint of economy
the agricultural products which will
ultimately be consumed should be
raised locally both to avoid long dis
tance transportation and build up
communities in which the industrial
and farming interests shall be rea
sonably balanced.. . ' 5 ".
"Values of- irrigated: - land are
steadily advancing and it will be a
question of. a comparatively short
time when all of these irrigation
units,, if not feasible now, will be
come practicable . to tho extent of
available water supply."

low supply, the water gets mixed with
air, a circumstance which does not
imply contamination, but merely aera
tion, a condition which Improves the
liquid rather than detracting from its
qualities. The only contention is over
rates, the question being raised wheth
er or no meters are running up water
rates on patrons when the utility sup
plied is blended as between air and
water, instead of aqua pura exclusive
ly. A board of experts will Investigate
the air clause of this water problem.
