of retaining domestic solidarity areso manifest that it is hard to
believe the actuul dissolution will ever take place.
As a matter of fact, the Sherman law, upon which this decision
was based, is woefully out of date. Over lit) years ago when railroads
were uncontrolled, there was some reaVon for opposing railroad com
binations. For a combination then meant elimination of competition,
nnd therefore a removal of themly force that could prevent extor
tion and abuse.
lint today the Interstate Commerce commissions nnd the various
i-'tatc public service commissions, regulate the tariffs, the extensions,
the stocks and bonds, everything. So as a mutter of actual fact, the
more combination there is within reason ami the less needless compe
tition, the Letter for the railroads and the better for the people.

This fact was recently recognized in the Transportation Act of
1920 when Congress instructed the Interstate Commerce commission
to adopt a plan for the consolidation of railroad properties into a
limitied number of systems. '

Moss-Back Banks
Banks can be nnd usually are the
most useful' Institutions in a commu
nity and they can be and occasionally
are, the most detrimental. The char
acter, vision and public spirit of the
bankers measure the community's pro
Kreas and its development or they
account for its stagnation and deca
dence. Most banks are real commu
nity builders but some are merely
leeches sucking Its life blood.
Medford is an instance in point. For
years it ranked as the most progres
sive and enterprising city in the state.
It boasted of more metropolitan im
provements than any place of propor
tional population in the land. Much of
this was due to tho Medford bankers.
They built fine bank buildings, encour
aged Industry and development, nnd
inspired and supported the publicity
that thribled the population of . the
region.
Medford, however, has undergone a
change in character which naturally
followed a change in bankers. The
pioneer bankers who helped create the
community have passed or moved
away, and been succeeded: by bankers
of such myopic vision that they, do not
bolievo in publicity either for bunk or
community. Like pawnbrokers, they
figure the less publicity the better.
, A few years ago but few banks ad
vertised. Now all progressive banks
do. , When they do not advertise their
own resources, they advertise, like the
Portland banks, the resources of Uie
community. Gladly and cheerfully they
do their part in furnishing publicity to
develop city nnd country, knowing, that
every dollar brought Into the commu
nity Increases their own profits.,

tho city, revive its wilting spirit and
