Among the phases of law enforce ment which Mr. Daugherty held could be more effectively handled by tho states were prohibition, "blue sky" stock laws, white slave traffic, antN narcotic statutes and food inspection regulations. Taking for his theme "the co-operative duties of the states and the fed eral government," Mr. Daugherty traced what he said was the gradual departure from the theory of govern ment uf the framers of thn constitution and from tho limits Bet by thSit Instru ment. Important economic changes after the Civil war, ho said, tended toward the concentration of all government power in one government. Alluding to the modern tendency t' such centralization to a "misguided spirit of nationalism" Mr. Daugherty said that it was harmful to the central government as well as to the states.
