T is difficult to umlcrstami the victory of State Treasurer lloff in the recent primaries. , Inefficient public officers may often be named through ignorance. But here was an official with a record known to the people of the state, a record which cost the tax payers thousands of dollars. and et he was renominated by a comfortable majority. One can't explain this by the K. K. K, endorsement, for lloff was the only state official of prominence to survive that endorsement. "What is the explanation? lloff is a likeable man of mild disposition and pood intentions. 1 1 has many staunch friends, particularly in labor circles. The only ex planation wo can sujrRpst. is that of general public indifference, the laet that, with less than fifty per cent ?, the Kepubliean voters going to the polls, lloff 's solid backing was too large to be overcome. In Multnomah county where, lloff s record was brought to the at tention of the voters, his normal strength was perhaps reduced, in Jackson county where the facts were also made known, lloff was de feated, but in the state at large, the newspapers took no action, and the state treasurer's nomination followed as a matter of course. With Milton A. Miller, apparently successful a the Democratic nominee, the Democrats obviously have an excellent opportunity to name the next state treasurer. The Republicans who didn't go to the polls have only themselves to blame. v HOW MUCH DO YOU KNOW? Quill Points 1, Oil HiinkoN h;ivi eyvlUlN? 2. When wmh ih Imlt-iirtiuViu'e of llu l. When a man's wife quits him for another who can buy her more clothes, a lot of foolish people talk about his "loss." It has been our observation that a wise man and a fool act much the same after sitting down on a wad of chewing gum. If one takes a certain type of girl riding and tries to kiss her, she'll jump out and walk home. A canoe is a great invention. Well, when the gun-men become too numerous in the East, one can always move out to the wild and wooly west and find peace. We.wish these fat old parties whose love letters arc read in court, would learn to call their sweeties something beside "Toots." One remembers with joy that times have always become better within eight or ten years after the fixing of a new tariff schedule. NO WONDER THEY FLAP (Philadelphia Bulletin) The father of the girl reported . her dissppearance to the police this morning. He said she left home about 11 o'clock last night, soon after the family retired in her night clothes. (Relayed by Lucile). AN OLD TIMER TALK8 "I was on a jury in 1876 right here In Jacksonville, and the son-of-a gun of a lawyer Jabbered and Jawed for two days, and completely overcome the jury. Ho had hands like a woman. Ask Maw, if you don't believe me. The trial lasted three weeks, and the chair I sat in still shows my hoof prints. When Hughes ran for presi dent, it was still in the clerk's office That lawyer befuddled the jury to such an extent that they went out and con vlcted the defendant's horse, and acquitted him in 7 minutes, but didn't report for five hours so the county could buy our dinner. The defendant told me afterwards that he had made all preparations to move to Salem, and that night won $1100 playing stud with aome slickers from Yreka. I knew 'em when they were run out of Winno mucca for skullduggery. One of them was a blacksmith, and could get more music out of an anvil than you can out of a fiddle. OW everyone is writing memoirs and kindred things, with, criticisms blighting of cabmen, cooks and kings, of loving and of fighting, divorce and wedding rings. And some memoirs are classy, and rightly make a hit, and some are merely sassy and please me not a bit; their authors, bold and brassy, mistake their gall for wit. With duchesses dictating the story of their lives, and butlers, teeth a-grating, exposing great men's wives, the pub lishers are crating the coin, and business thrives. And females who are nameless, with ink of lurid tint, write stories that arc shameless, of wickedness they hint; and people who are blame less don't seem to get in print. , I've read the "Recollections" of beldames twelve or ten, who wrote out long selections from dia ries in their den, and gave in smoking sections, punk tales of fa mous men. They hang some silly story on men who've joined the shades, great men who walked in glory, and led the world's pa rades; ah, they were sinners hoary, who winked at pretty maids! Thus Gladstone was a Willie who loved to chac a skirt, and Uea confield was silly when he'd a chance to flirt; it makes my bosom chilly to find in print such dirt! Through modern books I daw dle and send up weary wails; it is an age of twaddle, old maid are telling talcs; the fishwife is their model, with all her slime and scales. " ' Tha Bounty Law Joker To the KdJtor: The HMoRleal Sur vey has In many ways done a ureal ileal of good la the way of exterminat ing pests, Btill It Is my object to call attention to a rather queer manner' In which the trappers and a msjorlty of the country people hi the foothill and desert regions of Oregon have been noixlwlnked by a recent piece of lonis latkm which 1 claim waa mainly framed, sponsored and put through by the WoloRlcal Survey Inspector's of fice In this state. For several year the bounty laws of onr state have been subject to an endless bombardment of criticism and abuse from this swe. a portion of the criticism belnK admittedly merit ed, as It would be If directed toward most any portion of our ounty. state or government affairs where handling of public funds Is concerned. Very few of these charges, if any, have been proven. 1 The Ulologleal Survey policy In other states has been, and would bo In Oregou, to first get rid of all bounty legislation. This .being usually accom plished through cautious agitation be fore various gatherings, ceaseless lob bying at the capitol, and lavishly fa voring our newspapers, farm journals, etc., with articles sometime decep tive favoring their side In tho bounty controversy. One of the arguments advanced by the biological survey. Is the saving to the local district, county or state under biological survey methods and control as compared to the bounty system. Undoubtedly the saving is effected as claimed but the average total cost of each animal to Uncle I Samuel, the state, stockmen's associa tions.' etc., under biological survey management would make Interesting reading to the average taxpayer should these little details inadvertently slip out into public view, Having got rid of the bounty law, the next move I predict, will follow hese general . lines: The stock. men arc called upon for some II and are assured Uncle Samuel has $$ to .match them in the pot: the state legislators will receive the same in ducemcnts, also the sheep men, etc, The spending capacity of this preda tory branch of the biological survey Is limited only by the bottom of the pot. Unable so far by fair or semi-fair means to remove the bounty law of our state Into oblivion, and Incidentally take away a few dollars income from the farmer boys and resident tappers for their insatiable desires, thfc-4 gen tlemen have put over a good c, dis claiming at the samo time M know ledge of the Injocted joker pr.t.11 after their little work was flnlBhod. Here It is: To protect the bounty funds from misuse the tranner or hunter must bring two witnesses taxpayers will Ing to swear the animals were killed within the county In which the bounty s claimed. (This' puts the ' bounty claimant to some expense but Is fulr enough). Xow here enters the joker These wlinenBos' are " perjuring them Mrs. Thoa.
