April 28 A hear Idr intended to adjust rate questions rising out of rail and water competi tion on the Pacific const is being held here before Henry C. Keene. examiner for the Inter-state commerce commission. The hearing was based upon petitions of the rail carriers seeking authority to continue In effect the existing class rates between San Francisco and Portland that are lower tbaji th rates to direct intermediate points ana to continue in eneci exist Ing commodity rates modified only to the extent necessary to meet the ex isting water competition. The carriers are seeking to raise . Intermediate rates only where com petttlve conditions tend to compel such increases, according to the peti tion. No change is sought In rates not directly affected by water competition. . There is involved in the hearing the rail rates between Los Angeles, Wil mington, San Pedro, San Francisco and Oakland on the one hand, and Portland, Tacoma, Seattle and other points in Oregon and Washington on the other.' Also, the rail rates between San Francisco and Oakland and other points in central California and Los Angeles, San Pedro, Wilmington and San Diego and other points in south ern California and the rail and water rates between San Francisco and Oak land and Seattle and Tacoma and their related hauls between Seattle, Port land and Tacoma also are affected. The Southern Pacific company is of the belief that the hearing will decide whether the rail carriers will be per mitted to continue to haul several val uable items in the face of the water competition. The changes asked for are slight according to the Southern Pacific and will Involve Increases and reductions both in the terminal and intermediate rates. COl'NTY COt RT PROCEEDINGS. CALIF NOTED WASHINGTON", April 2S. Recent Indication from astronomical sources ot a "northward crnstal movement of small magnitude in northern Cal ifornia," has led a cooperative study by the scientific bureaus of the gov ernment and the Carnegie institution ot aWshington to gather precise dta on the subject, it was revealed in a paper read today before the meeting of the national academy of sciences by Dr. Arthur L. Day, director of the geophysical bureau of the institution. "The suggestion has been made," Mr. Day said, "that the accumulated trains produced by such movement eventually produce rupture and an elastic recoil of earthquake." It is a part of the program of in vestigation he said not only to locate the surface displacements, either gradual or disruptive, but also to de . velop instruments and establish lo cations for the location of sub-sur face zones of movement. 1 SUICIDES EVERETT, WASH .
