S PnuniMiutlilh'lv ' r p- C 1 for 'more Ulan fifty ner cent of the waste in industrial processes which is causing enormous animal losses to the nation, can bo placed at the door of 'the management and less than 25' per cent at the door of labor, declared a report of the American engineering .council's committee on elimination of waste in industry made public today. The commission was appointed by Herbert Hoover, secretary of commerce-, when he was head of the coun cil. v The report showed that the margin of unemployment amounted to moro thau a million men; that billions or dollars were tied up in idle equip ment; that high labor turnover was a rough index of one of the commonest wastes, and that waste of time and energy and money through duplica tions and estimates and bids in build ing trades ran into millions annually. Both employer and employes re strict output, it was said. Doth capital and lnlor are blamed for existing abuses, but the annual losses through "waste by conflicts botween employers and employes form much less ' loss .than was supposed. ' After emphasizing the need of re form and improvement in plan man agement and administrative policies. the report urged the cooperation of labor. "Organized labor should dovelop a policy for' Increasing output," it was stated. "The attitude of opposition or indifference to proper' standards for production should be changed to frank and aggressive insistence upon such standards." PACIFIC LEAGUE OF HONOLULU, T. H. A Pan-Pacific League of Nations, with Honolulu as; the capital of the league, ax recently advocated by Professor Walter B. Pit ltin of Columbia university, is a sub ject which lias been informally dis cussed between officials of the Pan Pacific union, whoso headquarters are in Honolulu, and several premiers of Pacific lands, according' to Alexander Hume Ford, secretary director of the union. ""'Last year, said Secretary-Director! ' Ford, both Senator Henry. Cnbot Lodge and Franklin K. Lane, then sec-' retary of the interior, advocated a Pan-Pacific league of nations. I It has been suggested by some of the Pacific premiers who have passed through Honolulu that the Pan-Pacific; union, of which all of them are offi cers, should take up the project of the Pan-Pacific league and Mr. Ford, who recently left for the national capital, expects to confer on tentative plans along this' line with officials there.
