THE MerifWtl Chamber of Commerce lius made good. Since its re organization it has justified the hopes of ils most sanguine supporters. Jt lias actually come to be, in a marvellously short time, a genuine ck'tiring house fo'r local activities, and now occupies a place of usefulness in the community, which no other optimization can fill, and which no similar organization has ever filled. The accomplishments of (ho past year have been published before s.ml need no repetition now. Hut greater than any specific accom plishment is the nature of the organization itself, lty this we mean the administrative framework, which renders increasing accomplish ment inevitable. This administrative framework is built upon two outstanding; es sentials, first efficiency and second dcinocrataic control. Kfficiency is secured by placing the burden of responsibility upon a few, the board of directors and executive officers. and democratic control by placing the ultimate power in the hands of the membership, where it should be- The groat defect in former organizations of this kind has been the habil of allowing the power to gradually drift into a few hands, thus leading to a gradual alienation of the membership and finally to dis organization and the collapse of morale. Hut since reorganization, the .Medford Chamber of Commerce, has been an absolutely democratic organization, the directors selected by popular vole, and through the weekly forums, criticisms, suggestions and proposals allowed an absolutely free and uiitniuimelcd medium of individual expression. In other words, one member of the organization has been given just as much power in determining the policies of the organization as another, and the consequent health "and vigor of the chamber is much more important, than any particular accomplishments could possibly be. A drive for new members opens tomorrow. Xo individual, man or woman, active in the business life of the community, can afford to stay out of the Chamber of Commerce. It isn't so much a question of civic loyalty as of plain matter-of-fact self-interest. The Chamber of Commerce represents an investment, which as long as it maintains its present policies, returns dividends to every resident of the city, not only in improved social and economic conditions, but in dollars and cents. . One niny grunrblo in November when the winds are bleak and chill, one may knock in dour December, when the snow is on the hill, but when April skies are glowing in the warmest tints of blue, smiles acstnlie should be showing on the whole blamed human crew. One may kick in sultry summer, sweating in the baking grad, when the long day is a hummer and the night is twice as bad, when the cloudless sky is brassy, and the whole world pants with heat one may then get pert and sassy, and de nounce things and repeal. Hut when April, clothed in beauty, shows the finer curves of Spring, he is nutty and galooty who de clines to smile and sing. He is fit for foulest treason and for stratagem and spoil, if he scorns the finest season that has been designed by Iloyle. There should be no grouchy faces in the surging ranks of men, when fair April, with her graces, makes the old world young again. The Career of Dick Posey Ashland's "Riley of the Rogue Tlio following sketch of Dick Posey, Ashland's HiU-y of the Hogue, by O. H. Barnhlll, was an Interesting feature of the Sunday Oregonian: Alter parking his car on tho shady side of tile big cement garage, the I newcomer slrolfed over to the Chan-1 tmitjua tent, from which Issued sounds of hilarious laughter. Accelerating his pace, the visitor bought a ticket and hurried inside the tent to learn the cause of such unseemly mirth. On tho platform u jolly-faced man of fifty-1 something, with white hair and twink ling eyes, was impersonating a, small boy telling how his lather weaned a calf, seeming to enjoy the story as much as the audience. Pretty soon the speaker changed to sob stuff, making believe lie was nn ld man mourning for u brother in battle ami had come home to tlio. A hush came over the vast audience ns tho people listened with rapt attention to the speaker's quavering voice and watched Ids pain-drawn face. Many a tear bedewed a face but lately con vulsed wilh laughter. Who was Ibis man whose elocution ary ail so powerfully played upon hu man emotions? Effect Upon Crowd Discussed "Anybody can make people laugh," deprecatingly uw-rred Mr. Campbell behind tbe scenes, vigorously fanning himself with a palm leal. When I was a young fellow back in Posev county, Indiana, I used to read Uiloy's poems in public. "A long and Impossible legend was sent to tho Toledo Blade, which promptly returned my maiden effort, together with a cold and clam my rejection slip. Shortly afterwards a well-known firm of music publishers, which evidently had seen or heard of my first effusion, sent me a request to submit some poems. "That was when opportunity knock ed at my door," sadly confessed the poet, -but 1 didn't recognize the lady and bo turned my back upon her, be ing so disheartened at the railure of my first literary effort." 25 Years Spent in West Mr. Campbell came west some 23 years ago. being postmaster at Aber deen. Wash., for a dozen years, after wards removing to Ashland, Ore.. where he has since resided, selling leal estate and various other com modities. The uniform success of these read ings and the remarkable enthusiasm witli which they were everywhere re ceived attracted the attention of Chautauqua managers, who last year engaged Mr. Campbell for n season's platform work. In his verses to "Mr. Audience" the genial subject of this sketch said: "But If you've just plain human you tuke him to your heart And throw your soul wide open and he feels ho has a part la your great scheme, of trie ago.,; that your hand is clasped in his. And your words find hearty welcome where his belter nature is; Then you'll lau:-rli and weep together and you'll hear that sweet refrain: "God bless you, son. I reckon we'll Just let you come again.' " Poem Is Quoted The following stanzas from ".Moth er's lliscuits" will give the reader a good idea of Mr. Campbell's style, which will bo seen to bear a striking resemblance to that of the Hoosier poet: "I can look back now in fancy and see it all so clear Across the shine and shadow and the mists of forty years: There's mother at the bread-board with her dear, old welcome smile. Her sleeves rolled up, a-workin' and a-talkln' all the while. I can't say how she did it, nor how she mixed her dough, Nor how she kept her oven for to make 'em come out so; But, I guess, aho mixed in gladness, mother love and kindly ways, And just stirred 'em all together they couldn't help but ruise." Two modest volumes of verse, "Just Common Folks," and "A Daughter of tho Hogue," comprise all of Mr. Campbell's published poems, but his literary career is just beginning. His wife died a few years ago and his three children are about grown up, so now he feels free to devote all his time to his work he loves best versi fying and clocuting.
