The net result of an active week in the stock market was distinctly favorable to the bears or short Interest, prices of leading issues, as well as many speculative shares ending substantially tinder maximum quotations of the previous fortnight. Money was the dominant factor, rates for full and time funds evincing liarder tendencies. Heaviness of various steel and equipment shares directed renewed at tention to the unsatisfactory state of those industries. Estimates of the United States Steel corporation's earn ings for the final quarter of 1920, to be Issued next week, were unfavorable. Exchange on the principal European centers was at highest quotations in three to six months. NEW YORK, Jan. 22 Shorts renew ed selling of popular Issues in the stock market today, causing losses of one to two points in various shares, especially oils, steels, equipments and shippings. Specialties also were de pressed to the same extent. Rallies in the latter part began with local trac tions which rose one to three points. "Graft in ship operations has from time immemorial been considered one of the prerequisites of petty officials and is a difficult disease to eradicate. It has no place In the operations of an American fleet and should be treated with an iron hand. "But it is to be regretted that the Fisher-Richardson charges are couch ed in such general terms that they have besmirched the whole structure of the shipping board and fleet corpor ation with the slime of suspicion. Many of the charges should have been made in the police courts, rather than iu a report of such importance." The statement says: "The effect of the testimony thus far presented before your committee has been to seriously impair public inter est in the establishment of an Ameri can merchant marine to practically de stroy the market for shipping secur ities and to make the already difficult task of the United States shipping board much more difficult.
