Dixon yester. day inaugurated as governor of Mon tana in his first biennial message to the state legislature. It was delivered today at a joint session of the two houses of the assembly. Among recommendations offered by the governor were those calling for commission government for counties; a "short ballot" form of government for the state, with an elective governor who would appoint other state offic ials; a state department of agriculture to replace numerous state boards and officials and a fish and game depart ment "beyond the control of cheap, petty party politics." Amendment of the state primary law "to require each political group to con fine its activities to its own party nom inations," was urged by the governor, who also declared the present legisla ture cumberously large and urged a reapportionment to reduce its member ship. To help federal officials sup press bootlegging, ho recommended a state prohibition enforcement officer and declared that in the absence of stato militia, a state sheriff, with authority ovor all peace officers of the counties and other munlclpafUles, was imperative. Urging the necessity of economy. Governor Dixon declared that by March 1 next, the state will be over 12,000,000 "in red ink," "and with practically no receipts coming in until tax paying time next December," state, county, city and school district bonds and war rants, he said, on December 1 totalled more than forty-two million dollars. Means of -raising additional taxes suggested by tho governor included an inheritance tax, an Income ax, a tax on Oil production, coal tonnage tax, a license tax for cement factories and an additional license tax on the output of metalliforous mines, revised automo bile taxes and a gasoline consumption tax and increased recording and filing fees.
