Nor would the fact that the man needed the monev, regulate your choice. You would go into each man's record, ascer tain all the facts you could and then select the one who from past performances gave the best indication, of being best qualified tor the position. If you would do this when your private business i.s concerned, why not do the same thing when the public business is concerned? Far you are a stockholder in the county, state or federal corporation, and inefficiency in public office, not only effects your social welfare, but ef fects your pocket book. In about three weeks the primary will be held. A mul titude of candidates are to be voted upon for local, state and federal office. It is a physical impossibility to delve deeply into the records of all of thein, But a few minutes conscientious investigation, from the standpoint of prac tical capability will eliminate a majority of them, and con fine your vote at least to the more deserving. Vv'hat indication has this man given of being better qualified for the position to which he aspires than his rivals; that ishould be the acid test of granting him sup port. Forget about personal popularity, forget about the flattery and cigars and baby kissing, exercise a fraction of the hard headed discrimination you would exercise if you were employing the man for yourself. Then, what ever the result, you can at least have the satisfaction of knowing that you, for one, discharged the first duty of conscientious citizenship. Those people who want to vote for the candidate best qualified to beat .'Johnson in the west may find some food for thought in the Literary Digest poll. In California Johnson leads with Hoover second and Wood third; in Oregon Hoover leads, with Wood second and Johnson third; in Washington Hoover leads with Wood second and Johnson third.
