Unite aside from the differ ences at the peace conference, there were other difterences in f'oreiirn pol icy and some of Mx. It has been common know ledge that while Mr. Lansing's name was siirneil to the succeeding notes to (lermanv and the notes which pre ceded the armistice. Mr. Wilson him self wrote them, in fact, he practical ly acted as secretary of state in all important business. It was the pres ident's conception of his relation to the foreign policy of the nation. How much Mr. Kansintr and the president differed on the .Mexican policy never has been fully revealed, but officials who sympathize with Mr. Lansing's views sav thut thev differed a ureat dear. It has trenerai ly been believed in official circles here that the sharp notes which Mr. LansiiiL'" sent to Cnrrnn.n in connec tion with the Jenkins ease are what the president referred to in his let ter to the secretary when be spoke of the secretary of state havinir tak en action lo forestall his pnhjmcnt. It is known, however, that Henry I Vat her Kletcher. former ambassa dor to Mexico, who recently resigned, wrote a letter to the president in which he excoriated the administra tion's Mexican policy, and the treneral belief in the state department is that M.r. Lansing and M. Kletcher tmreed prettv uenernllv. Mr. Fletcher's let ter of resiunation never has been (riv en out at the White House. But aside from his ttifficulties with the president, it has been common know ledge in Washington that Mr. Lans inir has not been on irood terms with Secretary Tumulty and from time to time thu re have been apparently well .'rounded reports id' friction with Secretaries Baker and Daniels. Tumulty Says 'Xothintf. In the .senate foreign relations committee, where Air. Lansing was in freipient touch with senators, he is rosra riled as a trained diplomat. Sen ators remarked when Bullitt irave his sensat:onal testimony that thev re gretted it verv much on Lansing's account.
