WASHINGTON. l'VI. 'l.-Takinu: up the contentions of Hear Admiral Willimu S. Sims in the matter of na val meilal awards, Secrelarv Dan iels today lie fore the senate investi gating snh-eotnniitteo took cniitlinli. iae with the admiral. The seere tarv went into detail in exiilainin-,' rlianiros he made in eonferriin: ileco ralions ns reeommendeil bv the eom inaadin!.' officers of the navv and liv the Knmld hoard of medal awards. lie outlined the chief differences between his views and t ho views held liv Admiral Sims. These were at va riance as to the importance of ser vice at sea compared with service on shore and differences on the ones tioa of whether a distinguished ser vice medal should , he awarded under anv circumstances to a commander of a shin sunk or serionslv damaged bv enemv submarines or mines. Asserting that Admiral Sims while on shore dntv. both in the Spanish Americaii nd world war ''demon strated nbilitv of n hidi order." See retarv Daniels said "the position of Jiear Admiral Sims in placiiiL' shore dutv above sen dntv in the dumjer zone is, no doubt, influenced bv his own record." Only 0 Years ut Sen Figures were presented bv Mr. Ilaniels showing thai durinir the hist 2") years Admiral Sims hail served about nine venrs at sea. As justify ing his contention that individual duties ashore are nccessarilv of sec ondary importance to. duties afloat, Mr. Daniels asserted: "On shore a man decides import ant nuestions with time to wi'iirli the pros and cons, and if he makes a mistake his error in decision is not immediately followed bv disastrous results, At sea the commander is in imminent peril of death, lie must make momentous decisions in the Hash of a sinclo moment, often when his ship has been attacked, and when coolness anil poise are necessary to save the lives of scores and hundreds of men. A mistake in this emer gency is fatal." With this as nn impellinir reason the secretary said he disapproved of the disparity between honors to men ashore and afloat as reeommendeil bv the Kniuht board and accordingly reduced or"Wiminaled a number of awards for shore service. In support of his contention that a commander of a. ship sunk or dam aired bv submarine attack was en titled to a medal if he showed proper uualifieations even thouuh the ship was unable to combat the submarine. Secretary Daniels cited numerous instances in American naval history and also pointed to instances of such awards durinir the world war. IMay Part of n Man "In the stiletto nttack of subma rine warfare," said Mr. Daniels, "it is not the fact that a man strikes or is struck that tests true metal and true naval leadership.
