Contin uance aftt-r ike end of federal control of railroads c-f the boards of adjust ments sot up by the railroad adminis tration to decide controversies aris ing under the application of wage or ders and in other disputes between the railroads and their employes was recommended in the annual report today of S. Carter, director of the division of labor of the railroad ad- administration. Outlining labor conditions as ho saw them on railroads prior to gov ernment control and the railroad la bor situation when government con trol of railroads began, Mr. Carter said: "One of the principal purposes of the ereatioa of the division of labor was to provide means whereby the controversies that constantly arise between railroad officials and em ployes would be promptly and equit ably adjusted. Inability to adjust these controversies under past prac tices resulted in strikes, threatened strikes, or a constant unrest among employes to tlio extent that the ef ficiency of the service had greatly di minished at the time that tho rail roads were, taken over under federal control. "H may he truthfully said that at the lime the roads passed under fed eral control the morale of railway employes had sunk to a low degree. "It was with the knowledge of this alarming situation; and with a de termination to restore harmonious relations between employes and the railroads and thereby increase tho efficiency of tho railroads that the division of labor of the railroad ad ministration was created. "During tho year 1913 n consider able number of minor strikes ' oc curred. Practically all of which wore nut authorized iby the organizations of which the employers wore mem bers.
