1' 5EEDF0RD MXTE TRIBUNE. MEDFORTT. "OTCTlflOV. TTTTTCsDAY. .TAXrATCY 22." 102(1 FLOURSHING N. Y. AS NEVER BEFORE A j NEW YORK. Slock promoters antl BWinuieit rtiy uute uccu unti'u from 38 states where "blue sky" laws exist, ure flourishing In New York as never (before, according to Edwin P. Kilroe, assistant attorney general In cbarge'of the Investigation of com. merclal frauds.. Mr. Kilroe charges that most of the operators are composed of "con fidence men, ex-convlcts, racetrack touts, gamblers and men cf the baser sort" who, as. soon as their crooked 1 "work is made public, move to another J part of the metropolis and resume , business under another name, f... "It is remarkable," sayH he, "that in this. state, which is the financial renter of the world, the investing public should bo left without protec tion and that the Dark Akb law of "SYRUP OF FIGS" Look At tonuo! . Remove pouon.q : from Mtotnurh, liver and bowels caveat emptor should rein hero." Attacking the majority report of Governor Smith's Blue Sky law com mission as "a prayer to allow the I predatory Wall Street interests to continue their pillage without let or hindrance." Mr. Kilroe in a repoTt to District Attorney Swann, opposes the recommendation to turn the prosecu tion of crooked Wall street concerns ever to four deputies and the attor ney general of the state. "The recommendation," he says, "that nothing be done by the present legislature except the appointment of a commission to redraft the penul law is Inexpedient and would accomplish lie good result. All of the facts a commission so appointed could pos sibly obtain are now In the possession of the district attorney of New York as the result of some 40U0 or 5000 complaints investigated in bit of fice." The methods employed by stock swindlers to fleece the unwary arc explained by Mr. Kilroe. "In the "eld days," lie said,' " 'sucker lists' were prepared and used by these unscrupu lous promoters. On these lists were the names of those known to be sus ceptible to the illuslonary offers made by salesmen of worthless securities. This li.st has new been cast aside and today every good citizen who happens to be inexperienced in the world of finance is a possible victim, pruvlded he has a small bank account or gov ernment bonds. "Schools are established to mako the smooth-tongued salesman more 'smooth' and books of Instruction are prepared no that no one even with small savings shall escape their lure. This tffico Is flooded with . com plaints of the shorn and plucked who daily stream from Wall street to the Criminal Courts building. The vic tims. In many cases, have lost their life savings, the widow's mlto, the Liberty bond bought In a spirit of pa'triutlsm by a weekly deduction from the toiler's wage. The savings bank book and the card of war sav ings stamps alike have found lodg ment in the swindler's net. jA "The lure of speculation hus. of course, produced a- corresponding volume o-f attendant crime, corrup tion and dishonesty. The Increase lii the number and amount of Liberty bond thefts during the past seven or eight months is a matter of great concern in the financial district and in the administration of the criminal law." It does not mean troinir with out necessities, or avuidimr normal pleasures and sane amusements, ur netrlectin the cultural side of life, or even refminimr from moderate indul gence in luxuries. Thrift is compre hended in iruimV without things we cannot aiord, in planning to spend triseTv nnd to save somethine, and in ihiMiiiiL' tlie future in mind.
