Statements were printed to disprove this claim, but tho statements were disregarded. For we take it no one wants to lower educational standards in this city. And we take it no considerable element in tne community believes we can have good schools without paying for them. The prevailing weakness in our educational system has been the indifference of the public; toward school problems. The defeat of the budget and a thorough in vestigation of school affairs, will correct this defect and shouid result in permanent benefit to the entire educa tional svstem. There is, we 'think, general agreement, that there is nothing more important in this community and the country. at large than education. Nor is there anv bet ter investment, from the practical standpoint of dollars and cents than a well regulated and efficient school sys tem. If there has been waste and extravagance in school administration, the people ought to know it and the ten dency corrected; if there has not been waste or extrava gance, but the increased costs represent a general and unavoidabl elevation in prices all along the line, tho peo ple ought to know that. Lets have complete publicity in this matter, entire frankness and a sound constructive spirit of cooperation. No one denies the local financial situation demands strin gent economy in .all directions. The thing to avoid, in our opinion, is a penny-wise and pound foolish policy, which might save cents in taxes and lose dollars in impairment of school efficiency and consequent loss in the future quality of our citizenship. The present eitv administration has set an excellent example in economical administration, by saving thou sands of dollars without materially reducing the effi ciency of any department. If a similar policy is possible in school administration let the people know it, if it is not possible, let the people know .Between now and the time must be held if the city is to have any schools at all, let the entire proposition be threshed out thoroughly. What the people want are the facts. With the facts before them, they can be depended upon to act for the best in terests of the city and for the best interests of our schools. I. S. BATTLE ? CRUISERS WILL. GO 10 WASniXGTON. June 17. All six of tHe high speed battle cruisers for the navy probably will be assigned to the re-organized Pacific fleet. Navy officers believe that the characteris tics of these vessels render them pe culiarly suitable to conditions in the Pacific and anticipate that they will be grouped as a special division of the Pacific fleet. Plans for division of the main force of the navy into two approximately eoual fleets for the Atlantic and Pa cific respectively are nowbeing pre pared for submission to Admiral Ben son, chief of naval operations, on his return this week from Paris. The battle cruisers will not be readv for service for two years to come. There are now no dry docks of sufficient size on the Pacific to care for them. While thev are to be modi fied so as to increase their turret and other protection somewhat, with a resultant decrease in speed below the original 35 knot design, thev will re tain their main batteries of ten 16 inch guns each and tonnage of more than 32.000 displacement. The ships are regarded as the most powerful of their type ever designed and no nation has as vet proiected similar vessels. 24 OR 25 SACRAMENTO, Cal., June 17. The letter was made public today. WASHINGTON, June 17. Presi dent Wilson proposes to leave Paris for Washington on June 24 or 25 If the Germans sign the peace treaty. Immediately after his arrival In Washington the president will ad dress congress. After clearing up pressing official business be will start on his "swing around the cir cle" early in July. It was said at the White House to day that the president expected to spend three weeks on his speaking tour, explaining the peace treaty and the League of Nations covenant. For a long time it has been the contention of members of the Colum bia Pacific Shipping company that the northeastern countries in Europe were in demand of the commodities which are produced most abundantly in the northwest.
