: actually started today when the war
department, thru the bureau of mili
tary affairs, authorized the organ lia-J
tlon of seven regiments and one extra
battalion of infantry, one squadron
of cavalry and 18 companies ot coast
artillery. ' . .
The state of Now York was author-,
lied' to raise tour regiments of infan
try, one squadron of cavalry and 12
companies of coast artillery. New
Jersey was authorised to organise
one regiment of infantry and two
companies of coast artillery, Ohio
two regiments of infantry and Ore
gon one battalion ot infantry and
four companies ot coast artillery.
These new units are, Intended to
replace state troops which, under sec
: tlon 61 of the. national defense act,,
cannot be legally maintained by the
states in time of peace. . That section
prohibits, tbe maintenance of any
troops except those prescribed in the
act regulars and National Guard.
-Other authorisations tor units' are
expected to follow soon.- The states
first considered were those in VhlchJ
conditions were such that their gov
ernors considered" 'armed forces
might .be necessary' underr certain
contingency. The state of Pennsyl
vania, tor instance, reported to the
war department that it possessed' at
this time a very efficient state con
stabulary and S000 state troops, suf
ficient to-handle .any emergency
which could be foreseen at this time.
-The units authorized today must
be, in such state ot organization be
fore June 30 as to be eligible for fed
eral recognition, if the war depart
ment Is to extend financial aid. , TheJ
organizations will all be organized on,
'pesce status, a company consisting
ot 66 men as .a minimum. - . :

bances due to unemployment or any
other cause, it was pointed out. the

tion of the Straborn railroad, the city
connoit last night adopted a. resolu
tion-waiving the terms of payment
under the contract with Robert E.
Strahorn and will -turn over to the
railroad builder - thex money, which
.amounts to 16,770. Payment would

on Its completion, to the builder, who
will pay the operation expenses until
further notice.- An ordinance to this
