A. state ment covering operations and costs of the Spruce Production division iras made public today by General Briee P. Dlsqus, just prior to his re linquishment of, the devision and re signing as president or the Spruce Production corporation. General DlsQue tells In detail of the develop ment and organization of the divis ion which was to increase the month-' Jy production of material from 3, 000.000 to lO'.OOO.OOO feet at once. - The principal reasons for forming the corporation, as gi,ven by General Disque were: Objects Sought '' First: About 65 per cent of the production of aircraft lumber was allocated to Great Britain, France and Italy and it seemed only equit- : able that they should bear that part of the expense necessary to build the mills and railroads required. , : Second: We were actually carrying on a great industrial enterprise and required the freedom of action usual ly found in a business concern and almost impossible under war depart-, ment regulations. "- . i We provided in this way for oar allies to assist in the capital expendi tures before they were made rather than doing it after development, thru paying for lumber, the sales price ot which included amortization of cap ital expenditures on a' basis of com plete amortization in ten months after completion. ' Criticism Due to Ignorance - Because of the importance of the lumber industry in the Pacific north' west there, has been a great volume of discussion regarding the ; opera tions and costs of this organization. Most of it has come from people to tally ignorant of our problems, meth ods, or other facts. It is appropriate, therefore; to re fer to the quantity of production and cost of same in this summary. - The accountants of this organization have had instructions from the beginning to include in their cost accounting every legitimate item and that meant rent,, stationary, telephone, officers and soldiers pay and subsistence, as well as transportation and purchase of all-atunipsge, materials, equip ment and rights of way, and hire ot labor. .,'.,;... r wThe-entlre expenditures of the Sig nal Corps, V. S. Army, Spruce Pro duction division and the U. S. Spruce Production corporation, from the he ginning ot operations to, and includ ing April 1st, will not exceed J46 ,600,000. The total footage of air craft lumber produced, shipped and paid for by the Signal Corps, Spruce Production division and U. S. Spruce Production corporation was 143,000, 000 feet. ' . : ;A Tangible Assets , Therefore if we assume that the corporation has no assets whatever. the 143,000,000' feet of aircraft lum ber jcost $318.00 per M, and such a price contemplates a complete amor tization of every capital expenditure and expense . itemf involved in oui operations.. V -. However, the corporation has on hand today tangible and salable as sets which, estimated at approxim ately 40 per cent of their cost,: are worth $8,000,000,- Deducting this $8,000,000 from the total expendi ture of 45,500,000, we have an ex penditure of $37,500,000 for the $143,000,000 feet, at a-resulting cosl per thousand of $282.00. To date 4he corporation has sold approximately $2,000,000 of these assets and has averaged -near 80 per cent of their cost price.. Therefore, it would appear that my estimate- of $8,000,000 worth of assets which is approximately 40 per cent of the cOBt price, would be very conservative.
