The condition of Harrison RISKS
who was shot and dangerously
wounded last Monday night by Dep
uty Sheriff McDonald was reported
as favorablo at the Med ford Sanitar
ium this afternoon. Ho Is ' doing
ninety and If no complications set In
will make a comparatively quick re
covery. The next forty-eight hours
will demonstrate whether Rlggs Is
completely out of danger. .
The shooting of Klggs has aroused
much Indication thru out Jackson
county. McBonnld, who has been
badly upsot by Monday night's affair,

reported that he has gone to his
parents' home at Trail for a day or
so to restore bis shattered nerves.

PAPER MILL TO
PORTLAND, Mar. 12. Business
men of Portland and Salem,' Interest
ed In the Charles K. Spauldlng Log
ging company of Salem "'and' the
Crown Willamette paper mills ot
Oregon City, will establish paper
mills In Salem on the site of the old
Salem Flouring Mills, It was an
nounced here today. Construction of
the plant Is to begin shortly and will
Involve an Investment of $500,000,
it was said. P. "W. Leadbetter of
Portland Is one of those Interested.
The plan was first made. before the
war but has Just been taken up
again. The main building of the mill
will, be a two-story structure and
one piece of machinery alone. It Is
said, will cost $125,000. Raw mater
ial Is conveniently located and also
Is said to be the intention to use offal
from lumber mills for the manufac
ture of paper.

- LOCALLY IMPROVED
Local labor conditions are improv
ing according to SupC Janes of the
Medford employment office, who re
ceived calls yesterday for several
men for ditch work, ranch work,
wood cutting, clearing and the like.
After a personal visit to the engi
neers now at work on surveys for the
Pacific highway Improvements Mr.
Janes learned that prospects are good
for the employment of many men on
the actual construction work in the
near future.
' The local federal employment of
fice will .keep in direct touch with
the engineers and contractors, and as
soon as the work opens up will be
ready to place many returned sol
diers' and others on this work. He
hopes that any discharged soldiers
who have had more or less experience
in snrvey work will register at his
office lmmdiately. .
WICHITA, Kas., Mar. 12. Under
a heavy guard, 32 alleged I. W. W.
; agitators were brought into the fed
eral court to stand trial .on the
(charges of .violating the espionage
act. A Jury was being empanelled
today.

that. 10,000 I. W. W. members left
this country for Russia during the
Kerensky regime and that most of
them have returned, among them be
ing a man who took a prominent part
in the recent general strike at Seattle.-
