In the Balkans the British are us ing their forces as a stabilizing lntlu ence against the varied ambitions of the several states. In trans-Caspla, northwest of -Afghanistan, they are protecting the population from Tur kish excesses, the result of the re fusal of tho Turks to reallae they liaVe been beaten lit the war. In ; trans-Caucasia they are fighting the Russian Bolshevik!, i ; In northern Italy they are acting as a buffer be tween the i Italians and Csecho-Slo-vaks until the peace conference set tlos differences there. One battalion Is at Flume, another in northern Ty rol, A part of this force will be used for the allied army of occupation In Austria. :r The three divisions in the Balkans are stationed In the Dobrudja which is the subject of considerable con troversy between Rumania and Bul garia, near Constantinople and the Dardanelles and in the vicinity of Saloniki. In Egypt and Palestine there might he more trouble with the Turks it a British force was not maintained there while in Mesopotamia it is feared the Inhabitants, freed even of Turkish control, would start fighting among themselves if not controlled by the military. ' These influences necessitate keeping a certain number of troops in these areas, in the opin ion of the war office officials here. The British have troops in Russia on the Murman coast, south of Arch angel, and at Omsk while at Vladivo stok is a 'brigade of Canadians. There is a British garrison of 70, 000 in India and it Is not expected to reduce this force until just before the heated season begins. Then it is planned to bring home about 20, 000 it shipping facilities are avail able. This is an unusually large gar rison for India but the war and co lonial office officials believe a large garrison will be necessary for some time. 1 :v no NEW YORK, Fob. 28. Demand of American business interests for : development of South American com merce are receiving responsive at tention on the part of the' United States shipping board, as shown by a report indicating that 268 vessels aggregating 1,103,921 deadweight tons have been allocated to South American service supplementing a considerable amount of .shipping con trolled by private interests. Of the! shipping board fleet in South Amer ican trade, seventy vessels of which 45 are under the American flag, are running on the west coast and 80 vessels of which 46'are . American flag steamers are in the east coast trade. , r This service is being further in creased, as ships are released from : army and navy uses. i The shipping board controls, ac cording to the report, 1698 steamers and sailing vessels, aggregating 9, 158,791 deadweight tons. In the first four days tho library was opened in Coblenz moro than 2.000 hooks were taken out. by soldiers do in earnson duty in the city and vi cinity. , REARED OF FRENCH ARMY BAND HERE TUESDAY X ' T ALLIES TO ' IN IHE UKRAINE LONDON (Correspondence of tho Associated Press.) Use of only a small volunteer force of allied troops to maintain order in the Ukraino is requested by the representatives of Russian, political organizations in London in a statement Issued here purporting to set forth their views. The statement expressly declares that except for the assistance ot "a small allied detachment that could be brought from the Black sea to main tain order in the Ukraine, the Rus sians ask for no allied troops at all. only for material. Russia is able and willing and much prefers to rehabili tate herself with her own forces." ' ' They, also wsk for war material, rifles and especially aircraft .and tanks. These, they say, should be supplied to Russia's own army com prising 230,000 men under Admiral Kolchak, with headquarters at Omsk, and another 250,000 men under the command of General Deniklne, who is reported to have just joined forces with those of the Cossack leader on tho Don, General Kraznoff. The Russians appeal also for moral allied support and recognition. Bolshevism must be placed outside the pale of society and declare that "such a pro nouncement on the part of the allies has never yet been made but would have tremendous influence and im portance." '.':'- ; A plan of military operations aim ed at the Bolsheriki Is suggested by the Russian delegation. It proposes that the forces of 'Admiral Kolchak and General Denlkine be joined and adds that if this were done three fourths of the task would be accom plished and "the collapse of Bolshev ism would be only a matter of weeks." The next step proposed would be to sever the Bolshevik com munications between north and south Russia. The Russian delegation pointed out that General Deniklne is being assisted by the allies from the Black sea from which he was only six hours distant and they asserted that as soon as he had enough ma terial he would move north and join Admiral Kolchak, and move toward Tsarltsln, an important strategic cen ter in southeastern Russia.
