or Woman and Every Married Per
son Whose Income Amounted to
$2,000 or More Must Make Detailed

WASHINGTON. Feb. 25 Within
the next three weeks, or bv Slnrch 15.
every unmarried man or woman who
earned $1,000 or more in the calendar
venr 1018 and every married nerson
whose income amounted to $2,000 or
more must make a detailed report of
his income to the federal revenue col
lector of his district. On or before
March 15 the first installment of the
income tax must be paid, one-fourtlff
of tho entire amount due or all of it
if the tax payer chooses.
This means that millions of Ameri
cans must tret to work at once to
prepare their returns, and for the
guidance of tnx pavers, the internal
" revenuo bureau has issued explicit
instructions covcrine.- the prepara
tion and filing of returns. This is the

'' Get Your Form " ,
First 'set n tax return form from
the revenuo collector's office or from
n bank. . There are many kinds of
these forms. If a person' income was
bolow $5,000, he should nsk for the
form especially intended fof""the
smaller incomes. It misht be advis
able to cet two or three of these
forms, since one may be spoiled in the
preparation. The form; is a six-pace
printed sheet, with detailed instruc
tions for roportinsr various items of
income innd for calculating the tax
due. By followine this form closely
oven an inexperienced person prob
ably will have little difficulty, par
ticularly if his source of income was
not complicated or if it was in wages
or salary rather than in business
transactions. .
. The tax rate for most individuals is
6' per cent. For a sinsle person this
is 'imposed on the difference bettteen
the total net income for the year and
the $1,000. the so-called - exempted
amount. . For a married man. or for
the heads of a family, the exemption
is $2,000 and the 6 per cent tax is
imposed on- the difference between
that and the total income. There is a
provision for an additional exemption
of $2000 for each child or other de
pendent person, under 18 years of
ase or incapable of self support Thus
a married man with one child or an
apod parent would have an exemption
of $2,200 and would pay tax on the
difference, between this and his net
income. A man . with two children
would have an exemption of $2,400
three children. $2,600. and so on.

To illustrate the calculation of tax :
A sintrle man with a net income last
year of $2,000 will be taxed. $60: in
come of $3,000. tax $120: income of
$4,000, tax $180: income $5,000. tax
$240. ' ' .
A married man without children
and with an income of $2,500 last
year will pa v a tax of $30: income
$3,000, tax $60: income of $4,000. tax
120: income of $5,000. tax $180.
The regular or normal tax is 12
per cent on incomes of more than $5
000 in ease -f unmarried persons, and
more than $6,000 in the case of mar
ried persons without children. In
other words, the tax is doubled on in
comes of $4,000 more than the spe
cific exemption.- In addition, so-call-:
ed surtaxes superimposed on the ree
ular or normal tax are assessed on
net incomes of more than $5,000. the
additional rate beine 1 per cent for
the' first $1,000 above that sum,
per cent tor the next $2,000. A per
cent for the next $2,000 and one per
cent in' crease for each additional $2.-
000. Doth the 12 per cent rate and

of the revenue bill by President Wil

collecting six billions ot taxes this
year.
Higher taxes go Into effect today
on liquor and soft drinks, including
near boer, grape )utee, soda water
and mineral waters and on tobacco
and on so-called luxuries. Anticipat
ing imposition ot new taxes, thous
ands ot gallons ot whiskey had been
withdrawn from government bonded
warehouses within tho last week,
with tax paid at the old rate - ot
S3.20 a gallon, to escape the higher
rate of $6.40 a gallon now effective.
Articles In the "luxury" class on
which new taxes go Info effect today
include automobiles and motor ac
cessories, planoa, sportlnK goods,
chewing gum, cameras, candy, tire
arms, slot machines, toilet soaps and
art goods. The tax is paid by the
manufacturer.
Other features . of the tax , bill
which bo Into legal effect .today but
which are retroactive, and which con
sequently are not practically affected
by the, tiraaof the signing of the bill.
Include the following:
Taxes on Incomes, excess profits
and war profits;, estates and Inheri
tances and excise taxes on special
businesses, such as brokers, bowling
alleys. Insurance companies, theater
and amusement place proprietors and
liquor dealers. Measures to prevent
the narcotic drug traffic become ef
fective1 at once.
On April 1. new taxes on railroad
steamship tickets, pipo lines. Insur
ance, theater admissions and club
dues and a variety of stamp taxes be
come effective. - Levies against the
excess of value ot socalled semi-luxuries,
such as articles ot dress, will
be made after May 1. The soda foun
tain tax becomes effective May 1.
Taxes on products of child labor will
be Imposed In sixty days.

WASHINGTON. Feb. 25. Presi
dent Wilson arrived In Washington
at 5 o'clock this morning from Bos
ton. He and Mrs. Wilson remained
on their special train until 8:30
o'clock before going to the White
House.
Passing thru the station, Mr. Wil
son found a cheering early morning
crowd awaiting him. He acknow
ledged the applause by lifting his
hat and smiling.' JIany scores of sol
diers in the crowd stood rigidly at
attention:
: Announcement was made on the
arrival of the presidential party in
Washington that the president bad
signed the six billion dollar war rev
enue bill. The bill was signed aboard
the special train last night before the
president retired. This measure car
ries a rider making the District of
Columbia bone dry.
At the request of the president,
there was no formal reception at the
station. On reaching his desk the
president briskly set to work on mat
ters requiring his attention. ;

Monday's Portland Oregonian says:
"Lumber interests with holdings
along the line of the Pacific & East
ern railway and beyond the terminus
of the road at Butte Falls, are said
to be undertaking the formation ot a
syndicate to buy the road. Operation
ot the railroad has been discontinued
under orders ot the federal court,
preparatory to Its sale by the receiv
er. Unless sold for the purpose of
Its continued operation it will be
scrapped, owing to Inability of the
company to develop sufficient traffic
to pay cost of operation."
Nothing is known locally concern
ing the above except that the Dewing
and other timber interests secured a
30 day extension of the time limit set
for the sale of the road', with a view
ot arranging a purchasing syndicate,
if possible. Meanwhile local lumber
interests are "marking time" until
they, are notified of the result of the
pending negotiations.

three miles further on. and continues
to Myrtlo Creek, completely eliminat
ing Kobcrts mountain.
This Is one of tho finest pieces ot
road Improvement In tho county, as
Roberts mountain has been a great
menuce to tourist travel, and the
many accidents, some fatal, that hnvo
occurred on this rdll make this a
dreaded section ,ot tho highway. It

and the road will bo In readiness for
travel as soou na the season opons.
Other Improvements are being mndo
in Cow Creek canyon, Cimyon Creek
canyon, and nenr'tho town of Glen
dnlo. A new bridge will ho built
over Cow Crock about threo miles
from (llondalo and tho now cutoff
will take what Is known as tho old
Stago Coach road: .which will elimin
ate another bad hill. This, with oth
er Improvements now under way, will
make Doaglas county roads na good
as any In tho atnto. wlicro It has been

that " Douglas county has the worst
roads In the stuto" and probably In
the west.
Pass Crook canyon and Koborts
mountain aro the two great menaces
to travol. With both theso eliminat
ed and many other grades reduced,
as well as about 15 railroad crossings
eliminated, this county will bo fairly
safe to travel thru. This however, is
some task as the county Is 120 miles
In length, and road construction, of
the right kind,' Ij hard to get.
