This benn the age of the automobile, such a dance can be as easily staged at Eagle Point or Gold Hill as Med ford and secure the same class of patronage Vith the resultant deterioration in morality. There are really no features in the proposed regula tions that can be reasonably objected to. They are in force, with slight modifications in Port land.. Seattle and other cities and have proved beneficieiit. Sumptuary laws will not force people to be! good but they can remove temptation from the very young until they reach the veal's of discretion, tind they can eliminate flagrant abuses. Responsibility for the great war will bo Investigated by a commission appointed by tho so cialist conference In session here, it was decided today. This commission will he made up of two British, two French, one Hungarian, one Austrian and two German delegates, with President Hjalmar Brcnllng acting as a membor. Carl Kautzky, a German delegate renewed his attack against tho Ger man majority socialist party, saying: "Minority socialists who protested against the terms of the Brest-Lit-ovak and Bucharest treaties, have to day the rlsht to claim just treatment for the German people. Germany must be fed. She must be given an opportunity to get work and avoid troubles which will lead to a recru descence of Bolshevism." Dr. Friederich Adler of Viennn ac cused the former Austrian govern ment of having "systematically work ed for the war." The German majority socialists, in a resolution demand n full investiga tion to establish responsibility for the war. but wait for their comrades in other countries to demand a simi lar investigation in their countries. They declare the entry of German tropos into Belgium was a violation of the rights of peoples.
