Italy wants the eastern coast of the Adriatic to the detriment of the Jugo-Slavs, and the imperialists of all the allied lands are putting forth such greedy claims as tend to justify the German belief that the entente allies will quarrel among themselves over division of spoils and in the ensuing scramble, Germany will es cape puiiishuieut and penalty. AVhat the nations claim and what they Will receive, are two different subjects. Hence the necessity of creat ing a league of nations to enforce peace, before any at tempt to adjudicate the demands of rival claimants is made. With the league an actuality, Hie nations must ac cept its decisions, for appeal to force would be useless. That is, why President A ilson has all along insisted upon the formation of the league before attempting to4 discuss peace terms. . 1 " .'' .. NECESSITY WITH the wet season over in rainfall, witli littl moisture in the soil, another dry year seems in prospect. The necessity for rushing work" on irrigation systems so as to supply needed water this year is apparent. One has only to glance at the streams to realize the lack of water stored in the soil. Rogue river is lower than ever recorded at this season of the vear. as low as it is in late summer and autumn. Other streams are in the same condition there has been no flood and little nm off. There is comparatively little snow in the hills and momi tains to feed the springs that feed the streams. Most sections of the valley have awakened to the need of water, but some of the projects have been retarded by war conditions. Now that the war has ended, everv ef fort should be made to speed liie uold Hul-Jvoot Greek project is nearing comple tion. The Talent district, organized two years, ought to be able to at least start work. The Medford project is now about ready for state approval and with it, construction could be started in the near future. New districts are be ing organized at Eagle Point and Evans Valley and ex tensions planned to existing systems along the Rogue and Applegate. Water spells the salvation of the valley and our industrial regeneration. - v " TO SUCCEED ERHART John Thresher has been appointed supervisor of the Rogue river dis trict by the county court, replacing Arthur 1C. Erhart, who for manv years has kept the roads of his dis trict in fine condition and had the reputation of being one of the best road supervisors in the county. A petition was received from resi dent; of upper Evans valley asking the removul of Mr. Erhart and alleg ing that he had charged the county for the use of a team when he fur nished no team. The petition was referred to the district attorney for investigation, llr. Erhart is said to claim that the charge were. authoriz ed bv the former county court as pay ment .for the use ofhis automobile. The court wdl meet Monday to complete the drawing of the iurv list and decide upon the purchase of a fair grounds site.
