Calder, ot 'New York,, republican,
speaking today in the senate, charg
ed that the ahipplng board and tho

operated in an unbusinesslike man
ner with "apparent disregard for ex
pense" and urged that congress de
termine the board's general policies
and limit the scope of its activities.

"The shipping board,", declared
Senator Calder, "has at no time been
made up ot men with a knowledge ot
shipping or shipbuilding problems. A
very large part of the time and the
energies ot the fleet corporation has
been given over to building up a
great and cumbersome system ot
supervision rather than to the build
ing of ships.
- ... "In the policy adopted towards la
bor, there has been practically no of-
fort to enforce ordinary discipline or
to Indicate to the working men that
they wore expected to render a fair
return of work for the high wages
paid."

that the shipping program Is
"progressing at approximately v 40
percent of "schedule speed," and that
"the completion of the work ' will
probably take nearly a year longer
than-the time allowed In the contracts."-

Associated Press.) Lord Robert Ce
cil, who has arrived here with tho
first section of the British peace dele
gation, expressed tho opinion to tho
Associated Press today that the def
inite organization ot a League ot 'Na
tions la indispensable as a first step
toward conclusion ot enduring peace
and a satisfactory settlement of in
ternational problems.
Lord Robert, making it clear that
hia statements were personal views,
said:
"In my opinion, a Loague ot Na
tions is necessary as the Initial step
in the peace negotiations. It is not
only necessary to insure peace but
also tor the proper' treatment of
many International Questions which
must be considered by the peace con
gress. Joint International action in
an organtzod and recognised form Is
necessary in order to relieve millions
of people who are at this moment
destitute ot necessaries of life; to
regulate permanently many vital
common interests such as Interna
tional railways, posts, waterways,
telegraph and wireless, .the use of
the air; public health and the pro
tection of women and juveniles in In
dustry; and to discharge adequately
and Justly responsibilities of the
great civilized nations in such a
great matter as the protection and
guidance of backward peoples. It Is
the sum of all these recognized activ
ities that we call the 'League of Na
tions.'-. - -:
"It is our business to give this
league definite form here and now.
"This congress must regard itself
as the first regular meeting of the
nations forming the league," he said,
'but I think it would be a dangerous
policy to let tho peaco congress drift
along aimlessly without reaching a
positive organization of a League ot
Nations. I .
