(Cor respondence of tho Associated Press) Continued bomb outrages, flrtH and collisions for the destruction of al lied sliipphiK in Buenos Aires have resulted in a movement being ret on foot here to have the allied feovern nientu refrain from sending ships to the port f Buenos Aires until steps are taken to prevent this destruction by German -paid agents, according to well-informed men in allied ship ping circles of this city. Orders sunt to German agents to organize- explosions on board ships which were sailing to enemy lands, nnd to provoke delays and confusion In the loading, sailing and unloading of these Hhtps, have been carried out efficiently in Buonos Aires. The con fusion and delay is attributed by al lied shipping men to the Federation of Marin t Laborers. The- power bo hind the recent bomb explosions and fire3 on board allied ships either while in liuenos Aires or just after departing has not yet been Identi fied.. Shipping men havo almost de spaired of combatting the Federation of Mlarino Laborers. The federation practically controls maritime com merce in Buenos Aires. It is assert ed that it dictates to employers who shall load unload, scale, paint, dry- dotk and attend to the hundred and one nece.-:iities of a ship in port. sending Germans, Austrians or TarJ:s on board allied vessels in the port of j Buenos Aires. Tho employers are i powerless to refuse to allow a doubt- I ful person aboard the ships for fear of an instant and general strike, as has occurred on more than one occa sion in which employers attempted to keep suspicious characters away from allied vessels. Allied shipping men believe the power of this federation could be broken by a boycott which would prevent allied vessels from touching at the port of Buenos Aires, as it is believed tho Argentine government would realize then the necessity of dealing firmly with this organization.
