The soeretarv made public a note to .the Spanish ambassador, through whom the Turkish plea for an armis tice arid peace negotiations similar to those of Germany and Austria was delivered October 14. The note addressed to Ambassador Rinno, follows: "1 did not fail to lav before the president the note which von address ed on the 14th iiistant and handed lo me ort that date. SALEM, Oct. 31.1 Four years of the Oregon state penitentiary under the' administration of Governor Withycombe will have cost , the tax payers of Oregon5 dlip'rciluiatcly ? 157,000 more than if cost them un der tho administration of Governor West. , ThlB increase is in the face of the fact that there is, and for a long time past lias been, a much smaller popu lation at the state prison under the Withycombo administration than there was under the wliolo' of the West administration.' - Nor does the answer repeatedly made by the sponsors for the Withy combe administration that war time conditions aro responsible for the steadily mounting deficiencies at the penitentiary give full satisfaction. Increase 74 Per Cent The figures Show that while the per capita cost at the .penitentiary has increased approximately 74 per cent from $18.37 tb $31.98 per month during the past two years, the per capita cost of running the state hos pital under the superintendence ol Dr.-R. E. Stc'.nor baa increased ap proximately only 10 per cent from $15.93 to $17.58 per month during the same perior of time. The 1911 legislature gave the pen itentiary for the' first two years of the West administration, $142,000 for maintenance, and $21,250 for im provements. During that biennium fire damaged the auditorium to the extent of $1600, which was voted as a deficiency by the 1913 legislature, making the total cost of the prison for the first two years $164,850. The 1913 legislature gavo West $147,000 to maintain tho prison and $5C.i00 for improvements, $29,050 of which was UBed, the remainder going to the general fund, maklm? the cost for tho last two years $176,050, and the total for the four years $341,500. Rig Deficiencies Noted The 1915 legislature gave Gover nor Withycombe $17S,000 for the maintenance of tho penitentiary and $10,2a0 for Improvements. The 1917 legislature voted $22,292.37 to cover deficiencies in -the maintenance ac count and $9267.44' for deficiencies In the Improvement account of the two preceding years, making the to tal cost of the 1915-17 biennium $219,809.81. Tho 1917 legislature gave Withycombo $183,000 for main tenance of the penitentiary and-f 24,- 5.70 for improvements, while the emergency board has already voted $70,000 to cover deficiencies In maintenance for the past two years, together with an additional sum of $750 to cover deficiencies in im provement account, making tlio total cost of tho penitentiary, already In sight, for tho past two years mount to $278,705,70. This brings tho total for tho four yenrs, 1915 to 1918 In clusive, up to $498,515.51. The difference between .$498,- 515.51 and $341,500 IS $157,015.51, which is the excess in the cost to the lixpayers of tbe penitentiary under tho administration of Governor Wlthycorh'be over its cost under tho administration of Governor West.
