It leaves the (r.ior wide oien for peace Imt virtually only by niiiMiiidit ioiial sur render. The reply is clearly worded so as to shift the burden of proof of ood intent ions npon (iennaiiy, which un doubtedly expected the rejection of the peace offer and planned In use it in re-establish in x Herman morale by throwing the responsibility for the continuance of the war upon America. If (lermany really wauls peace, she can have it by conceeding defeat, withdrawing armies and carrying out the president's program of democratizing Europe., But the peace agreement must be with a responsible! Herman government and not with the. present regime who plung ed th(! world into war and whose word is vorthles. (ferniany's main idea in making the peace drive is to sow discontent uumug the allies and create a division in the ranks of her enemies, whereby she can escape, if not with the spoils of war, at least without paying for the ruin she has wrought, (iennaiiy does not want peace on the president's terms, is not yet convinced that she must ac cept them to secure peace. -he seeks lmmtmitv not peace. - . (ierniany hopes by an armistice, to secure a respite wherein she can reorganize her shattered armies for con tinued resistance, meanwhile, demoralizing by peace and socialistic propaganda, the enemy's alliance as she had de moralized Ifussia and Italy in her previous peace of fensive. ( 11 has been truly said that victory in this war does not mean provinces or ransom but the breaking up of the Prussian army by a deficit as complete as that which crushed Xapolcouisui. Anything but defeat will leave the army, the instrument of Herman medievalism and fright fulness, intact and the work must be all done over again in the future. The Herman must have tlic'superinan nonsense beat out of his fool head and only crushing and complete viclorv can do it. FINAL VICTORY DISTANT. IN KVKUY great war in history final victory has dated from some scene of carnage so terrific in its disaster that the losing side could not recover. Despite the terrible loss of life in any one of a dozen of the battles of the present war, on the Nussiau front, at Verdun, at Canibrai, the Manic, each side has at length regained its stride and continued the combat. Hermany has lost Bulgaria, and may lose Turkey as her ally. But still the loss of fighting men to her ranks is not so great as that suffered by the allies when Russia went down in the Bolsheviki slough. Hermany is still a virile, cunning and desperately de termined foe. Having abandoned now her dreams of world conquest, she will fight the more viciously for a favorable peace. She will not yield up the unconditional surrender the allies will demand until her armies have been absolutely ground beneath the allied armies' heels. Marshal Koch and Heneral March tell us that this can not come to pass until America has swelled its armies in I'Yaiicc to the four or five millions planned for next spring. The present is no t hue for America to sit back in com placent laziness and neglect the most vigorous prosecu tion of every detail of the war. The fourth Liberty loan must not only be subscribed it must be substantialy oversubscribed that Hcrniam may read that America is still ruthless in ts deteriniua t ion to wipe out all militarist ic dreams of a iernian owi -lordship of the world.
