Tho amendment to the state consti tution providing that city, state and county elections be held at Jhe same time was adopted by the people of Oregon in 1017. There seems to be n frenerd un dersetandinjr that nMyor Gates and ( (uiw'ilmen Oaddis, lavis, llnrirravc and Carkin at least will run for re election, and that Messrs. Km men- and Keene are still undecided. Neith er the mayor nor any of the eounci' men are anxious to continue holding office, but they all feel that the may or and enough of the councilmen should continue serving the city un til the work of completing the new .financing plan of the city, which the administration put under wav, is fin ished. According lo the new law govern ing elections the terms of the mayor and all the coiincibnen expire next January. This" throwing the entire city administration out of office at one time is n bad feature of the new law. Hut the only manner it which it could be circumvented would be to elect part of tho councilmen for terms of four years and the rest for two years, so as to provide lor a part of he eouneihnrn always holding over. Mut this plan js deemed impractical as it iff though it would he impossi ble to find any men who would eon sent to be elected to the council for a period of four years.
