The incentive to home distilling is the manner in which the sale of dis tilled liquors has la-en restricted, due to the shortage of yrnins sui;ar lieets and potatoes. The allowance has hern cat to two quarts each three mouths. I'et'ore the war it was a quart each week. A VICIOUS COXOWKKKMAX IIAWLEY lias written requesting advice upon House JJesolution 12,7:5:! which lie in troduced at the request of 1). II. Horn, a cattleman of Jlorubrook, providing for the transfer of a large area of land lietween the Crater and Siskiyou national forests, formerly in the 0. & 0. land 'grant, to the federal forest re serve. The land is apparently not sought by the forestry service, hut is to he wished upon them. The measure is the result of a quarrel hetween Califor nia cattlemen .and California sheepmen and is of no partic ular interest to Jackson county save that it would add still more land to the already large area withdrawn from taxa tion now in Ihe reserve. The cattlemen interested arc Horn and (Irecn of llornhrook. The sheepmen, the West ern Sheep company of San Francisco, comprising U. 15. Monro of .Maxwell, 1'. II. 1'eterson and A. L. Ueale of Berkeley. The Western Sheep conipanv recently obtained a large tract along the Klamath river rights to the O. & C. land grant, lney have bought not the hometseaders along the Klamath. Throwing the land asked in this bill into the reserve would give the cattlemen a chance to compete for grazing privileges in the region af fected and prevent the driving of the; sheep from the Klam ath range to the Xeil creek range. In one. way, large cattle companies and large sheep companies-arc both a curse to the. country they operate in, for they depopulate it. Instead of scores of families locat ed in the ranges, each with their small herds or flocks, there are a few .small (salaried cow punchers or sheophord ers and all 11m money made leaves Ihe country. The non resident owneri) grow wealthy and the country grows poorer. Though initialed by the California cattlemen, the Cali fornia sheepmen rather favor the hill as they hold they will have an equal chance with tho forestry officials for the range and stabilize their investments. The losers are Jack son county and prospective homesteaders. It will depopu late the country by tying up the land for non-residents and deprive the county of taxation. There seems no valid reason why in this critical time of war, the attention of congress should be taken up with the petty quarrels of cattlemen and sheepmen, who are seek ing special legislation to further enrich themselves at pub lic expense. The measure is not in tho interest of the people of Jackson county, but is in the interest of non-resident live stock growora and therefore should he killed like other vicious legislation for the benefit of profiteers. THE BOND npIIK tie that binds the which huddles together Self-preservation. I5ut what united each array of nations was. decidedly something else. On the side of the Huns, a dominant few aimed to g(ilp down all the remaining power on this terraqueous sphere, which we'd daily tread in dread if they did. However, the morsel not only has proved unpleasant to the Prussian palate but it's stuck in kiiltur's gluttonous throat and is slowly choking the monster to death. The bond that grappled together the allies and in which they've since grappled together with the Menace was the Liberty l!ond. The Liberty Uond of ynir allegiance across seas will do it but not without the Liberty bond at homo. The Fourth Liberty bond issue will soon be launched. Kvory Liberty bond bought increases its holder's share in that corporation called the United States government, to the full lace value of tlte bond.
