The Martin Blavclv and Morthland homes and crops were in danger, but a large band of willing workers averted it and were kindl" entertained by Mrs. I'lakely and Martin. While Ihu fire on Wed. nesday night was at its height, word was brought that Mr. Williams house on Evans creel; was burned down. A.V ORDINANCE regulating ho tels, rooming-houses and lodging houses within the City of Medtord; requiring an annual HcenfO before operating as such, and providing a penalty therefor, and declaring an emergency. . THK CITY OF MEDFORD DOTII ORDAIN AS FOLLOWS: Section 1. License Heuircd. That no person shall conduct, keep, man age, operate cause to bo conduct ed, kept, managed or operated, either as owner, lessor, lessee, agent or at torney, any hotel, rooming-house or lodging-house within the corporate limits or tho City of Medford without haying first obtained a license from the City of Medford so' to do. All said licenses shall bo issued annually and shall expire December 31st of each year. .The fee for each license shall bo onn dollar ($1.00) and no license shall Vbe issued for less amount. Sec. 2. Definitions. For the pur poso of this ordinance tho word "person" shall mean and Include natural persons, co-partnerships, cor porations and associations, and shall include persons of both sexes. The word "houso" shall mean and Include hotels, rooming and lodging-houses, Sec. l. Investigation of Licensees, The Chairman of tho lleulth Com mittee shall examine into and inves tigate tho character and qualifica tions of applicants for licenses within the meaning oC this ordinance and report to tho Council his rccommen dalions as to whether or not a license shall bo Issued to such applicant. Sec. 4. ltig'lit to Revoke License. Nothing in thlH ordinance contained shall ho construed to deprive, the Council of power to revoke any li cense issued as herein provided. Sec. 5. Qiinlificatioiis of Licensees, No license shall be Issued to any per son to conduct a hotel, rooming- bouso or lodging-house . within the City of Medford unless such person is of ascertained good moral charac ter; and when application for such license is made, the applicant shall present himself in person to the Chairman of the Health Committee, and at such timo present to said chuirman satisfactory proof of good moral character. When application for a license is mado by or on behalf of a co-partnership, corporation or association, such application shall lie mado Iiy tho manager, oiricer, aent or other person who will have the chargo and management or such hotel, rooming-house or lodging house. Sec. G. Licciiio Xon-Assigiiahlo. No license issued in this art brio pro vided shall be transferred or us slgncd. Sec. 7. House of 111 funic, Ktr. No person to whom a license shall hu issued, as provided la this ordin ance, shall surfer or permit the hotel, ronmiug-houso or lodgiugliousu to which such lieenso relates to be useo as a house or ill fame, brothel, bawdy houso or disorderly house, for the purpose of prostitution, fornication or lewdness; or Biirrer any lascivious cohabitation, adultery, rornieulion or other immoral practice to bo curried on therein. Sec. H. Hotel Register. Every person to whom a license shall have hecii Issued to conduct a hotel, room ing or lodging-house shall at all times keep a stundard hotel register, in which shall be inscrilied the names of all guests or persons renting or occupying rooms in such house, which register shall bo signed by the porson renting a room or rooms, or Iiy somo one under his direction. Such registration must bo made, and after tho niimo or names so inscribed or registered, the manager of Hie house, or bis agent, shall wriin ibo number of tho room or rooms which guest oi person Is to occupy, together with tho time when such room Is rented. All of which shall lie done betore such person is. permitted to occupy such room or rooms. Such regisiei shall be at all times open to Inspec tion by any guest or the house where in such register is kept and to un oxoeuiivo or reace otiicer or the City or Medronl or of the Slate of Oretcnii Sec. I Sec. 12. Liability for Violation. Whore a license shall havo beoa is sued to nny co-partnership, corpora tion or association to conduct a hotel, rooming-house, or lodging-house, any porson having charge, management or control ot such hotol, rooming house or lodglug-hoiiso shall be liablo to prosecution for the violation of this ordinance. See 13. Kvidenco of Violation. For tho purpose of determining tho liability of any person or persons to prosecutions for violations of any of the provisions of this ordinance, it shall be sufficient to show that such person was at the time at the act of violation complained of, the person in actual chargo, management or control of the houso in which such act Is alleged to have been commit ted. Soo. 14. Display of License. It shall lie the duty of every person to .whom a license Is Issued, as provided in this ordinance, to display such license in a conspicuous manner in tho orrico of the hotel, rooming house or lodging-house to which said license relates. Soc. 15. 'Revocation of License. Tho Council may concol any license Issued berounder for violation of any provision hereof. Before such can cellation, however, the licenseo sliull bo notified and shall have a hearing before the Council, if demanded. - Sec. 111. Violations. Any person violating any or the provisions of this ordinance shall be punished by a fine of not to exceed one hundred ($100.00) dollars or by imprison ment in the city Jatl for a period of not to exceed thirty (311) days, or by both such flue and Imprisonment. Sec. 1.. Inasmuch as our country is engaged in a great war aud the City of Medford is doing its utmost to carry out all war measures which will help our Government and it is of the utmost Importance to the gen eral welfare of the city and directly Involves the honor of said City and the peace, health and safety of said City is directly Involved and It Is essential that tho.provlsions of this ordinance become effective without dolay, NOW THEREFORE, By reason of the toregoing facts an emergency is hereby declared to exist and it is necessary for the im mediate preservation of the peace, henlth nnd safety of the City that this ordinanco take offoct immedi ately and it shall be in full force und effect from and nftor Rb passago by the City Council and approval by the Mayor.
