Section 1. Venereal Diseases Dangerous to Public Heahh. Pyph- tlis, gonorrhoea and chancroid, here inafier designated venereal diseases. are hereby recognized and declared to be contagious, infectious, commu nicable and dangerous to the public health. Sec. 2. Venereal IMsease-s to lie Reported. It shall be the duty of! every licensed physician, of every superintendent or manager of a hos pital or dispensary, and of every per son who gives treatment for a vener ea) disease, to mail to the Board of Health of the City of Medford. a card supplied by said Board, stating the age, sex, eolor, marital condition and occupation ot such .diseased person, the nature and previous duration of such disease and Its probabie origin; such card to be mailed within three days after the first examination of such diseased person, provided, that, except as - hereinafter required the name and address of sneh diseased person shall not be reported to the Board of Health. Sec. 3. Persons Afflicted Willi Venereal IKseuses to lie Given a Cir rolur of Information, It shall be the duty of every lirensed physician and of every other person who treats a person aftlicted wilh venereal dis ease to give such person at the first examination a circular of informa tion Rnd advice concerning venereal diseases furnished by the Board of Health: and in addition to give to such diseased person a copy of this ordinance, and to reportHo the Board of Health that such diseased person has received the two ttoeumentg here in specified. Sec. 4. (luingoof Physician to Bc Reported liy Patient to Physician I- irst Consulted, w hen a person ap plies to a physician or other person for treatment of a venereal disease, it shall be the duty of the physician or person consulted to inquire of and ascertain from the person seeking treatment whether such person has theretoforo consulted with or been treated by any other physician or persons, nnd if so, to ascertain the name and address of the physician or person last consulted. U shall be the duty of the applicant for treatment to furnish this information and a re fusal to do so. or faiseiy stating the name antl address of such physician or person consulted shaii be deemed a violation of this ordinance. It shall 'be the duty of the physician whom the applicant seeks to and does con- suit or employ to notify the physician last consulted or employed of the change of advisers, such notification to be made upon a form furnished for that purpose by the Board of 'Health. Should the physician or person pre viously consulted jail to receive such notice within ten days after the last appearance of such venerWIy di: eased perBon, it shall be tho duty of such- physician to report to the Health Board the name and address of such vcncrcally diseased person bee. 5. Protection of Others rrom Infection by Veiiercally Itiscaseti Per sons. Upon receipt of a report of a case of venereal disease it shall be the duty ot the City Health Officer to institute such measures for the protection of other persons from in fection by such venerealty diseased person as said Health Officer is al ready empowered to use to prevent the spread of other contagions, infec tious or communicable diseases. Sec. 6. Iteports to Ite Confiden tial. All information and reports concerning persons infected with vencrenl disease shall be confidential and shall be inaccessible to the pub lic except insofar as publicity may attend the performance of the duty Imposed upon the Board of Health n.v this ordinance and the rules of the Stuto -Bourd of Health and laws of the Stale of Oregon. Sec. 7. Parents Itesponsliilo for the (loinpliaiice of Minors With tfie Hccptirements of IteKUlations. The parents of minors acquiring venereal diseases and living with said parents shall lie legally responsible for the complluuce of such minors with the requirements of the ordinance relat ing to venereal diseases. Sec. a. Suspeeled Cases to ite in vestigated. In all suspected cases of venereal diseases in the infectious stages, the City Health Officer shall immediately use every available means to determine whether the per son or persons so suspected of being infected arc suffering from said dis eases or any of them, and whenever said diseases are found to exist the City Health Officer shall whenever possible, ascertain the sources of such infection. In such investiga tions the City Health Officer is here by vested with full powers of inspec tlon, examination, isolation, and dis infection of ail persons, places and things as provided herein. The City Health Officer shall make suitable administrative rules for the conduct of said hospital, j Sec. 11. Quarantine. Whenever j it is necessary for the protection of the public health that persons affect ed with venereal diseases be auaran- i lined, the City 'Health Officer shall quarantine such diseased persona in said detention hospital and cause to be administered to such persons a proper course of treatment. Such person shall make written application therefor to the City Health Officer, which applica tion must be -made under Gain and must state that the applicant is not a prostitute. Such appticalion shall be accompanied by a certificate sign ed by the Mayor, the Chief of Police and the Judge of the City Court of the City ot Medford that the appli cant is not a prostitute. The Appli cant shall then file with the City Recorder a bond in the penal sum of One Thousand Dollars, ttT;ti().u0). conditioned that the applicant will not permit or perform any act which might or would infect or expose to infection any other person, will con tinue proper medical treatment until cured and will faithfully observe all rules, regulations and requirements of said City Health Officer to pro tect the public against infection or contagion. Said bond shaii run to the City of Stedtord ana shall have one or more sureties, to be approved by the Mayor of tho City of ifedford, provided that a eash guaranty in a like amount may he accepted in lieu of such undertaking. Inasmuch as our coun try is engaged in a great war and the City of Medford is doing its utmost to carry out all war measures which will help our government and tt Is of the utmost Importance to the gen eral welfare of said City and directly Involves the honor of said City and the peace, health and safety of said City Is directly involved, and (t is essential that the provisions of this ordinance become effective without delay, I.YO- THERETORE.
