The explanation is probably correct but not in tho sense meant. It is (iencral Wood who hps jtlnyed poli tics and still is playing it. His whole army career is a case of politics and lmll promoted from an olwurc armv physician to chief of staff by thousands of officers, he finds himself now under com inand of those same officers to command. Wood played politics at the I'lattsburg camp. His public utterances have been political in effect. J lo evi dently labors under the delusion that Roosevelt is still president, lie has repeatedly shown his loyalty to the c.-pre.sidenl in preference to his coniniandei'-in-ebicif, 1 Ik; president. Jle planned to leave the army to command Roosevelt's proposed volunteer army, which would have demoralized the draft and disorganized the regular army by withdrawing officers, and since has been an outspoken critic of the war management. The "National Security League," a Wall street eahal, in the political interests of Roosevelt, has conducted an extensive propaganda to shatter public confidence in the administration by endless attacks and barrages of poison ous gasses of criticism. Upon the failure of the long con tinued assault upon Daniels, the league switched its op erations with first Maker and then the president as its target. It backed the effort to take control otHho war out of the president's hands and place, it in Roosevelt's hands, with Wood to supplant Pershing in France. Upon the col lapse of the scheme, Roosevelt in his mad chase for the presidency, has resumed his venomous attacks in which politics and patriotism are strangely blended with poli tics ever uppermost. In the press dispatches, General Wood is quoted as saying regarding his demolition: "I'm a soldier. click my heels together, salute and obey my orders." The fact that he was not in supreme command evident ly rankled General Wood, for upon his return from France he criticised and found fault with everything done by I'ershiiig, both in the press and before congressional com mitters. Jle did his share to discredit the conduct of the war. Had he clicked his heels together, saluted and ob served army discipline he would probably have been on his way to France now with his division. General Wood is clearly being disciplined for his own breech of discipline in censuring his superior officers. Per shing probably wants as his chief generals only those whose loyalty to him can be depended upon, not those whose discontent and jealously of his command may throw sand in the gears of the military machine which must work smoothly to crush the Hun.
