PKTROGRAD, Oct. 20. The sinn Hallic fleet in its entirety could not face the Germans in the Gulf of Riga without abandoning the respon- j sibility for the defense of the Gulf of; Finland, according to Count Kapnist of the Russian admiralty. "The Germans," he said, "effected landing operations on Oesel island with twelve transports, escorted by twelve battleships, nil types, five cruisers, an enormous fleet of aux iliaries and thirty destroyers. It was impossible for our entire Iinltic fleet to meet tho enemy without abandon ing responsibility for tho protection of tho Gulf pf Finland." The count cited the bnttle of Jut land as a precedent for the impossi bility of using submarines to advan tage. Story of Battle. PETROGRAD, Oct. 20. The Rus sian ministry of marine has issued the following detailed statement re garding tic naval battle in the Gulf of Riga : luesday night an enemy squadron of twenty ships penetrated the Gulf of Riga and at 0 o'clock the next morning was discovered making its way thru the channels south of Moon sound. The squadron included two battleships of the Koenig type. Our detachments, Tinder Admiral Rakhi- reff, who hoifttcd his flag on tho crui ser Hayan, und' accompanied by tbe battleships Grjduiim and Slava, steamed from tbe eastern part of Moon island to engage the enemy, preceded by torpedo boat patrols, which withdrew; before the enemy. Vessels Outclassed. "At 9:30 the enemy opened fire on our torpedo bunts and our detach ment, issuing from the channel, took t f ? ? Y : f ? ? f f ? ? t ? At noon, in view of the enemy's sueriority and the appearance of new enemy war ships, Admiral linkhirel'f ordered the detachment to retire into the inter ior of Moon sound.
