Pro-Ger man asonts in tho United States, ac cording to reports to tho treasury de partment, have directed their ener gies toward defeating tho liberty loan. Their organized propaganda has borne fruit from Minnesota- to Texas, it is asserted, in scattered localities where weak efforts hive been maio, not openly, but by indir ect methods, to discourage subscrip tions. Tho work of the pro-Gorman agents, officials assert, has been car ried on for mora than two weeks. Some of the workers have had the temerity, reports to tho treasury indi cate, to conduct their operations here In the national capital. Lord Makes Chargea Official 'recognition of tho propa ganda against the loan was voiced to day by Colonel Herbert M. Lord, rep resenting the war department at the war risk insurance conference, at which details of the new soldiers and tailors insurance law are being ex plained to officers and men from the various cantonments. t "There has been an organized ef tort," said Colonel Lord, "to discour age and defeat the loan." This effort, he added, has been made by "seeking to misrepresent the patriotism of the new national army.' The conference gave out the fol lowing statement tonight: Army Gives $2I,OOI),000 "In convincing refutation of the- slamler, which ivus to the effect that the men of the new national unity op po&ed the war. Colonel Lord announc ed that subscriptions from the army for tho loan already aggregate ?2C,- uyu.uuu. Assembled from various . sources the efforts of workers against the loan appear to have been directed along four main channels: Attempts to discourage prospective buyers of liberty bonds; efforts to prevent certain banks from handling the bonds; the publication, in certain newspapers and other mediums of publicity, of editorials and articles which whilo not diroctiy opposing loan subscriptions, tend to discourage buyers; the prevention, so far as local and sporadic efforts can prevent, of the placing of liberty loan posters and advertising literature where it will be most beneficial. Personal Plcns Mado Attempts to discourage buyers by the personal plea method have been confined mostly to tho east. Instances have been brought to the attention of officials where buyers have been ap proached, apparently in a spirit of great friendship and advised not toi i buy the bonds. I Efforts to prevent banks from nan-' dllng thebonds have contcrod chiefly! in Wisconsin, Minnesota, North and South Dakota, Montana, Missouri and Oklahoma. The president of a Wis consin bank has advised the treasury 1 that his depositors, mostly Germans ' or of German parentage, have with drawn many thousands of dollars from his bank because he aided the first liberty loan. STATES ID 10 I0NAL WASHINGTON, Oct. 17.-Now that all the national guard has been taken over into the federal r-ervice. what are the stater, to do for an armed force to quell disorders within stato boundaries? ' This oiie?tion has been put up to the war department by several states within the post month. The answer has been simple: "Organize a new national guard.'' Each state may organize its new guard exactly as tho it never had previously raircd one. The law provide? a national guard of 800 men for each -.cmitnr and rep resentative may be recruited. When the old national guard units were taken into the federal pervice thny ceased to he national rrnnrd .men. The whole national guard force was win ed out clean, but there retrained the authorization of 600 men for enr-h member of congress. Any man who eiilirt:, however, of draft ago and subsequently called, will have to respond. In fact, the new national guard would be subject to draft bndilv. ns was the old guard. There is no expectation that such n course would be followed, however, as the policy of maintaining our army by the r.eleetive draft is expected to be adhered to.
