Tho first lnformatiun as to tho method of applying tho now war tax to tho solo of passenger and freight trans portation was supplied yesterday at the general offices of the Southern Pacific, 65 Market street, where offi cials havo been diligently studying the hill sinco it was Introduced in congress. Of primary importance to the moro populated centers is tho announce ment that sulmrbnn commuters will escape taxation under the provision which exempts commutation trips for distances of forty mhes or loss, and which limits taxalilo tickets to a valu ation bf over thirty-five cents. Right Percent on Rupee;. Tlio now law becomes effective on November 1 and Imposes a war tux of eight percent on posKenger fares except as noted and threo percent on all freight shipments. ThlB passcngor tux Is to he Imposed upon tickets which nro part of thru trips to Canada or Mexico. To other foreign countries a stamp tax is placod on all tickets costing over ten dollars. , The Southern Tnolflc, on its Pacific system, carries about four million passongors a month. Auditor T. O. Edwards of the company estimates that of this number tho amount ex empted becauso of commuter or low rate classification, will ho three mil lion. This leaves a million a month, or twclvo million passengers annu ally subject to taxation on tho South ern Pacific system alone, llaggage chargos are not taxable. Tho application of the tax to mileage or scrip sules Is awaiting fur ther Information from government officials. On Sleeping lletllts. Ticket agents will collect the war tax nt tho tlmo of tho sales of trans-: perdition. Tho tax on rash fares wtll bo collected by conductors, who will ulsn bo responsible for collecting tho tax on tickets sold prior to No vember 1 and not used until Hint day or later, provided agents hove not already collected the tax and made a notation to that effect on the ticket. The rale of ten percent will apply on the purchase of seats In observa tion curs, berths or staterooms on its river steamers, snys the Southern i Pacific. Sleeping car tickets also coino in for ten percent, the method of rollecllon to be announced by the Pullman company. Three I'ctivnt on I'rclghl. The three percent tax on freight i charges offers Co exemption either as to umoent or di.-tance, ecept on ship menU for the l S government, or the state, and on expert nnd import business, and strictly company busi ness, such as the transport of ma terials for the. use of the carrier Itself or lis subsidiaries, over Its own lines A special clause excludes also amuse ment business, such as theatrical ami circus trains, which emtio under dif ferent provisions tit the bill. SCOTi" WOOLK AMI FAMILY. Til 10 io iii liis pence proposals suggested the return of Gorman colonies as a peace preliminary, and vari ous German inspired suggestions have heen put forth as feelers to the effect that Germany was willing to evacuate Belgium in return for the restoration of her colonies. This has been seized upon by the German propagandists as an opportunity to declare that the real obstacle to pence was British desire to hold the seized colonies. Altho the German government has never officially even hinted at its peace terms, it is remarkable how Ger man intrigue is constantly at work to make it appear that the entente allies are to blame for rejecting peace condi tions that have never been proposed. ' It is on a par with Hie reiterated assertions that the war was forced upon Germany nnd that the German government in forcing the war to strike at world dominion, acted only in self-defense. It seems to have become a German maxim that a lie well stuck to is better than the truth but it deceives no one but the German people. Great Britain played an insignificant part in seizing German colonies, and Great Britain possesses no power to force the return of these colonics. German eolotiies in the Pacific were seized by the Japanese, by the Xew ZcaPj anders and liv tin? Australians. J hose in Atnca were con tiiered by the French, the Belgians, the Portuguese and by the Union ol South Africa. In some of these African conquests a few British troops co-operated but in no ease was (.treat Britain the conqueror. Kiau-Oliau, the territory grabbed by Germany from China, and some of the islands held by the Germans, were taken by Japan. The balance of the South Pacific islands were taken either by New Zealand or Australia German Southwest Africa was conquered by the Union of outu Atnca, the army being led by President Botha, who is now completing the conquest ot German East Africa. assisted by Belgians and Portuguese. The conquered land has been iormally annexed by the Union, winch has de clared that under no circumstances will the South Africans consent to the restoration of German power in routii Atrica. French colonials from the French Congo, assisted by Belgians from the Belgian Congo, and a few British, took the Xamerun, and are holding it. Most of the territory was forced from France in 1911. German Togoland was conquered by Anglo-French forces. . Germany proved a failure as a colonizer in Africa. Her regime was the bloodiest ever knowii. Germans prac tically exterminated tin; Herrero and other native races and thereby lost labor to make their colonies productive 1 heir atrocities and barbarities against the uncivilized tribes were a forerunner of what they were to practice nuer upon tne civilized nations ot iMirope, and have never been exceeded in human history. It is beyond the power of Great Britain to return Ger man colonies, even tho the desire existed. The welfare of humanity demands that the helpless primitive races be protected from extermination and the rule of terrorism which is tho German idea of administering the affairs of subject nations. Vc are fighting to make an end of this sort of a tlrincr- .to make the world safe from the beast, and the world will 'iieve,r be safe for anyone as long as German militaristic etiieiency m triglittulness bestrides the world as a Frank enstein colossus of scientific barbarism. GOOD SCHOOL PROGRAM ENJOYED AT DERBY That the people of Derby are solid ly back of their school was amply demonstrated Friday evening ' when practically every one in the commun ity assembled at the school house and enjoyed a social evening planned by the teacher and pupils. Forty dollars and 2 S cents Was raised from the sale of boxes, the money to be used in the purchase of a flag, a clock and other needed arti cles for the school building. The sale of boxes, with Mr. Ben Higlnbotham as auctioneer, was a lively and profit able part of the evening's program. The school children, directed by their teacher. Miss Glodys Holmes, entertained the audience during the early part of the evening with music, readings, and short plays. The young artists did credit to themselves and to their school.
