Officials said, however, that prompt steps tu brinu offenders to book would be taken on the slightest suspicion of irregularities. To .Make, an Ivvainplc. Whiiluver action the . New York board limy hnve taken improperly in cases before it will he roctil'icd he fore Hie district board. If it is shown that fraud or bribery was employed to obtain a discharge from the old board, both Hie hoard members and tile individual, would be liable to prosecution mid the government would seek to make such eases an example against future attempts to evade Hie draft bin'. Officials have in preparation a supplemental ruling as to discharge for registered men mostly naturalized aliens supporting relatives in Kuropc. The difficulty is Unit the affidav its rctpiircd cannot be obtained from any foreign country in Hie time al lowed.. This bad made necessary a ruling to establish a policy. Policy Kslnlillsc!. Indications are that discharges will not he graulcil in many cases of this kind. For one thing, officials say, Ibo soldier will have $2,"i a month tit least to contribute to his family during bis army service. Tim', is more than the average foreigner sends home. It can be argued also that because of Hie war situation Hie American dollar has almost double its ohl purchasing power abroad. Behind all Ibis, however, is the fact that Hie nation's interests are paramount. No family in Europe can become a public charge of the Vnited Slates, and it was thought likelv the officials would not go he bind Hint fact, as the interest of the individual in Americn is not involvel, but only the interest of the govern men!.
