Enough Importance was attached to the mis sion of Henry P. Flotchor, ambassa dor to Mexico, to arrange for a con ference, today with Secretary Lan sing on hoard the train which is car rying the secretary to Henderson Har bor, N. Y., for a three week's vaca i tton. State department officials have professed Ignorance as to the nature of the mission of Ambassador Fletch er. He requested permission to come to Washington three weeks ago and left as soon as authorized. By some officials it was assumed the ambassador wished to explain to the secretary the extent to which German activities have been carried on In Mexico. Reports that Mexico would onter tho war as an ally of tho entente powers Is not regarded Iby most officials here as probable They also bolicvo it Improbable that Mexico will become active In her sup port of Germany. Favorable to Allies. EL PASO, Tex., July 6. Since tho pro-ally campaign in Mexico was first started by "El TJnivorsal," In Mexico City, the sentiment favoring the allies has reached northern Mexico. Dur ing the last 30 days a well defined movement favoring a break with Ger many and entrance of Mexico on the sldo of the allies has developed. A reflection of this sentiment was .recently seen in the utterance of Gen Mural Francisco Gonzales, acting com niander-ln-chlof of the northern mili tary zone, with headquarters at .Chi huahua. He was overcharged by German for some merchandise and promptly Imprisoned the latter. Tho German consul demanded his Tolcase "in Hie name of the imperial German government and the kaisor," accord ing to a Mexican official who was present. "Tell the German consul and tho Imperial government and the kaiser they can all go to hell," General Gon zales Is said to have responded. May Join Allies According to these men, nil Ger man money in tho Mexico City, Tor rcon, Chihuahua City and other banks will bo seized as soon as war la de clared, the German boats In Tamplco and other ports will be seized, there by giving Mexico a much needed mer chant fleet and all Germans either It-Ill be Interned or deported at once their properties being confiscated, The Tamplco oil fields would be made safe for tho oil supply of the '" allied fleets by declaring a zone in which traffic would bo restricted and the mines, smelters and mills re opened at once to produce munitions and metals for the allies. Safe for Allies "Wo can do nothing in a military way In Europe," said one of them "But wo can make Mexico safe for the allied nations- and for their proper ties. We can show our sympathy with tho samo cause for which we have been fighting for the last six years by aiding tho allies in every way, oven though wo aro iinablo to assist materially in tho war." The good effect of such a declara tion on the relations between Mexico and tho United States Is pointed out There would be co-operation In stop ping tho wholesale dealing in muni tlons, cattle smuggling, gun-running and all of tho other violations of the laws along this border. Gel-mans Overdid It The anti-German movement Is not unopposed In the north, as tho Ger man residents of Chihuahua City, Torreon and other places havo been spending money lavishly entertaining officials, army officers and influential citizens.
