Senator Oronna of North Dakota urged national "bone dry" legislation, contending that President Wilson's position was a mistaken ono. On a point of order raised by Senator Rob inson, tho chair ruled that the Gore amendment which would place upon the president responsibility for deter mining whether the manufacture of ber and wine should ho restricted came up for first consideration and under tho terms of the agreement accepted yesterday, debate on the amendment was limited to five min utes for oach senator. Compromise Measure. Senator Robinson, who offered the so-called , "administration compro mise" substitute for the house "hone dry" provision and Core amendment, characterized ft as a sane, reasonable and fair solution of tho prohibition controversy, and in accordance with President Wilson's desire. ( An amendment by Senator Cum mins of Iowa prohibiting imports of distilled liquors during tho war and also use of those now in bond for bovorngo purposes was adopted by the senate by a vote of 54 to 30. Straighten Out Snarl. To straighten out the parliament ary snnrl, the senate afterwards, without a record vote, adopted Sena tor Curtis' nniendmenl which merely vearrnnged and perfected the house text for "bone dry'' prohibition. That placed the revised bouse provis ion in position for further amend ment, cilhcr by approval of tho (lore amendment, the Robinson substitute or others held in readiness by sev eral senutors. The vole upon Ihe vice-president's ruling nnd the acceptance of the amendment of Senator Curtis were not rognrded as lesls of strength cither by Hie dry or wet forces nnd without material effect on the final result.
