The funeral services held over the late David Klmer Cottrell, who was accidentally shot and killed in the Meadows district last Wednesday by Lane YVyland, who mistook him for a deer, were attended by a large con course of friends and relatives. Many were present from all parts of the country. The services wero held at 10 a. m., Saturday in the Weeks & Mctlowan company chapel. There wero many beautiful floral trllnites. The new finance bill of JoBeph Thierry, minister of fi nance will. If voted by parliament, add about 1,500, 000, OOo'francs a year to France's income. The most radical of tbe new features is a tax upon ex penditures of individuals which is to bo collected by tbe merchants who, when sales are made, will add on be half of the government 5 per cent on all articles classed as indispensable, and 10 per cent on all luxuries. A tax of three-tenths of one per cent Is proposed on all inheritances and donations exceeding in value 2, 000 francs. It is to be paid annually during the lifetime of heirs or bene ficiaries. E PAWS, June 30. An official an nouncement was made last night that the armored cruiser Kleber had struck n mine off Point St. Matrieu on Wednesday and sunk. Three of ficers and thirty-five men were lost. The Ixleber hud come from Dakar, Africa, and wns on its way to Pirest. The cruiser Kleber was built in Bordeaux in J!)(I2, launched in 1J103 and cost $:i,0"l,li00. She was 42(J i feet Ion, '$; feet beam mid had n draught of 24 feet. Her displacement was 7."i"8 tons. Amer ica's export policy will be determined by President Wilson only after a most careful study of the subject in all its international aspects. - After the problem has been gone over at to day's cabinet meeting, it was disclos ed that the first presidential procla mation putting certain commodities under government control fprobably will not be issued for some-days. r Many complications are presented. The administration, firm In its Inten tion to check the movement of sup piles from the European neutral countries to Germany, is anxious at the same time that no injustice be done to neutrals. It Is realized that any program for rationing opens It self to many abuses. Switzerland, for Instance, receives its entire coal supply from Germany in exchange for home produced food products. If the United States de clines to, grant license for German exports to Switzerland and unless the Swiss cense exporting food products to Germany, Switzerland will have to go through the winter with an Inade quate coal supply. The question of tonnage, too. presents a complicated problem. Coal probably will be put under license in the first proclama tion. As bunker coal will be licensed, this arrangement will give the United States and England together a firm control of both allied and neutral shipping. The disposal of neutral tonnage and a score of other complexities must be worked out before a definite policy Is adopted. Plans for diverting Japan's tonnage to trans-Atlantic ser vice are to tie considered before a final decision Is made as to a pro gram. A com mittee representing the striking elec tricians met officials of the Montana Ppwer company today in an effort to bring about a settlement of tbe elec trician's strike against the power company for higher pay. The electri cians also demanded that the mining companies grunt tho demands of met al mine workers who want $ a day and improved working conditions. The electricians presented their demands and the conference adjourn ed until this afternoon. It was an nounced that F. J. MeN'ulty, Interna tional president of the electricians, has started for Butte to participate In the conferences. W. H. Ftodgers, fed eral mediator, is awaiting the arrival of John McBride, another mediator, who is due here tomorrow from Salt Lake City. The mines continued operation with a slightly Increased force. Or ganizers of international unions who have arrived here are attempting, it was said, to organize the metal mine workers union so that it can be recog nized by the American Federation of Labor. So far the union has not sought affiliation. Mining companies allege that It Is controlled by the In dustrial Workers of the World. It was authoritatively stated that Chas. H. Moyer, now head of the Interna tional Mine, Mill and Smeltermen, is but a short distance from Butte awaiting developments.
