Consequently the congress cateforlcally rejects ev ery policy tending in fact to the con clusion of a separate peace or Its pre lude, a separate armistice." ILOXDON'i, Juno 2". The nttist scathing and outspoken official report of the investigation of any military operations since the war began, not even excluding the Ill-fated Dardan elles expedition, was made public In a blue book issued today. This was the report of the commission that has bei-n investigating tho Mesopotamia expedition. The report finds that the expedition was a Justifiable enterprise, but "un dertaken without sufficient forces and Inadequate preparation," and that its initial failure, with the loss of Kut-el-Amara, was due to lack of foresight, to mistakes and miscalcuia tions. Kefloefs Discredit. The report frankly declares that the shortcomings revealed reflect dis credit upon the organizing aptitude of all concerned, and apportions the chief responsibility on General .Nixon, the former commander of the British forces in Mesopotamia and upon Vice roy of India Lord Hurdinge, and the commander-in-chief in India, General Sir Beauchamp Duff. Tho report attributes much of the failure to conflict of interlocking au thority, and the transport and medl cinal supplies were also weak spots in the expedition. The report recommends that the governing machinery of the Indian army biiuum oe reiormeu, so as 10 en ab it to be a help to and not a drag on the armies it controls, and that the aim of the administrative reform India, certainly in the military de partments, should be the revolution of responsibilities and duties from the over-centralized bureaucracy of the supreme government at Simla. Required Wnleliinjl. The expedition was a justifiable en terprise, tho report' finds, but con tends that it required during Its In ception and development, the most careful watching and preparation. The division of responsibility between the India office in London and the India government, the former under taking tho policy and the latter the management, was, the report de clared, In the circumstances, unwork able. The scope of tho objective of the expedition was never sufficiently defined In advance to make each suc cessive move part of a well thought out and matured plan.
